Dog Fouling
Dundee City Council actively encourages dog owners to act responsibly and clear up after their dog. Dog bags are available from Council offices and there are in excess of 1300 dog waste bins located throughout the city. Through this mechanism, during the year 2005/2006, the Council collected more than 168 tonnes of dog waste (having issued just short of 4 million dog bags). A figure you'll agree better lifted off the streets rather than allowed to rot there with all the associated problems that would bring. Therefore, there can be no excuse in leaving dog mess on the streets, parks and beaches.
New Powers
The Dog Fouling (Scotland) Act 2003 came into force on 22nd October 2003. It is now an offence for any person responsible for a dog, not to remove immediately and dispose of appropriately, any excrement after the dog has fouled. Dog owners must clean up after their dog has fouled any public open space. Open space includes pavements, footpaths, roads, parks, recreational pitches, cycle ways, communal land, backstairs, closes, and any open land that the public has access to. Any fouling should be picked up and disposed of in a responsible manner by depositing it in the nearest dog waste bin wherever possible or litterbin or domestic waste bin.
Offenders will receive a Fixed Penalty of £40, rising to £60 if not paid within 28 days. Local Authority Officers and Police Officers will issue these penalties. Certain offenders can also be reported to the Procurator Fiscal and may be fined up to £500 if convicted.
