A Guide to Council Tax for Students

In Scotland, in June 2001, the law was changed to exclude certain students from joint and several Council Tax Liability.

However there is a common belief that all students are now excluded from Council Tax. This is not so.

In order to avoid confusion on this issue, this page is provided to promote student awareness of the possible pitfalls of not verifying your student status with the local council.

Please note the following general advice:

  • Check your personal liability with the local Council Finance Department.
  • Complete an online Council Tax Liability Form (205KB MS Word doc) or an Occupied Property Exemption Form (140KB MS Word doc) (if property is wholly occupied by students).
  • Complete and return a Supporting Information Form (110KB MS Word doc). Do not complete Part 2 if you are a student at Dundee College, University of Dundee or the University of Abertay as the Council should receive details of your student status directly.

Don’t:

  • Leave it too late to apply for your certificate
  • Panic or ignore a council tax bill – confirm your status with the Council
  • Send your matriculation card or letters of your offer of student loan/course acceptance – they are not acceptable. Only the original statutory student certificate will do.

Remember:

  • Council Tax student discounts and exemptions can be backdated.
  • You are responsible for verifying your student status to the council.
  • The council is obliged to take actions to identify who resides where and when for Council Tax purposes.
  • Advise the Council of any change of address as soon as possible.
  • Your landlord cannot verify your student status.
  • No student certificate = no student exemption = liability for Council Tax.
