The City Council also approved the Stobswell Regeneration Strategy and Development Framework (Consultative Draft) (Planning and Transportation Committee 28th September 2004). This is also endorsed by Communities Scotland. This is based on the findings of the report by Robert Turley Associates (RTA) commissioned by the Dundee Partnership in 2002. It does not include everything suggested in the RTA report, but is a practical and pragmatic summary of it for a 5 year project that allows for changes in the housing market, particularly that had occurred in the interim.

Consultation on this involved summary leaflets being prepared and delivered to all households and businesses in the area. A contact name and number was given for anyone wanting further information. There was also included a general invitation to an open meeting of the Stobswell Forum where the Strategy would be explained by a member of the Planning and Transportation staff, the full document was available for anyone wanting it, and questions could be asked. The meeting occurred on the 19th October 2004 and was very well attended.

There were concerns raised about only two items, the proposed supermarket at Dura Street, and the one way proposals for Park Avenue, Cardean Street, Morgan Street etc. The response about the former item was that this is now a live planning application that will be decided by the Development Quality Committee and no doubt those concerned will have registered their objections. Although there was no comment of support for the supermarket during the meeting, people were reticent, there were several people afterwards who made it clear there was support from some residents and traders. With regard to traffic rearrangement there were concerns about convenience for residents and businesses in the immediate area and also about affect and positioning of associated tree planting. It was agreed there would be subsequent detailed consultation about options with owners and residents in the affected streets following detailed traffic assessments. Otherwise there was general endorsement of the Regeneration Strategy and Development Framework.

Delivery Mechanism

This has been crucial to focus particularly on early action and funding. The local housing investment agreement between the Council and Communities Scotland has included Stobswell as a focus area for the past few years for housing association investment. The Dundee Partnership has successfully secured Vacant and Derelict Land Grant funding and also Contaminated Land grant funding, a substantial part of which has been concentrated on Stobswell. ERDF grant assistance has been secured. Wider Action grants from Communities Scotland support a number of initiatives. Community Regeneration Fund applications will support other important initiatives in the community in the coming year.

The Fundamentals of the Strategy and Development Framework

Spatial Framework and Environmental Investment Programme:

  1. remove dereliction;
  2. introduce new housing building to improve housing choice and tenure choice;
  3. improve the quality of the tenement environment and the maintenance of the tenements;
  4. improve the shopping environment of Albert Street;
  5. undertake environmental and streetscape improvement;
  6. the physical work is supported by Social and Economic Programmes and a marketing strategy.

Socio – Economic Programme:

  1. promote community engagement;
  2. sustain community facilities;
  3. develop training and employment;
  4. promote improved health;
  5. promote youth projects;
  6. promote better property management;
  7. market the neighbourhood.
