Busking
No specific permission is required for people who wish to busk in the City. However, it should be borne in mind that Section 54 of the Civic Government (Scotland) Act 1982 provides that "any person who sounds or plays any musical instrument, sings or performs or operates any radio or TV, record player, tape recorder or other sound producing device so as to give any other person reasonable cause for annoyance shall be guilty of an offence".
Should the City Council consider that this section is being breached it will lodge a complaint with Tayside Police. It is also the case that a private individual may complain to the Police under this section.
There are areas in the City Centre, such as the City Square and Murraygate areas where the Council allocate sites for charitable or non profit making organisations to hold street collections, advertise their services etc. Specific permission is required for these sites but as busking is usually carried out for private gain it would be unlikely if any application would be successful.
