Registered Tenants Organisations (RTOs)

Under the Housing (Scotland) Act 2001, local tenant groups can be formally recognised by their landlords. Provided they satisfy certain criteria, groups are entitled to be registered as tenant organisations and have the right to be provided with a wide range of information, as well as the right to be consulted on aspects of housing policy which might affect them as tenants.

We give the highest possible priority to Tenant Participation and we have used the opportunity provided by the Act to ensure it forms a more effective role in the Housing Service.

For this reason, we urge all tenant groups to apply for registration.

Advice on how to apply for registration

The Quality and Performance Unit helps tenants and tenant groups to take a full and active part in influencing the way the Housing Department operates. We are available to help tenants to start up new groups where none exist. We will be pleased to provide advice and assistance to both new and existing tenant groups in submitting an application for registration (260KB PDF). Financial  Assistance

We are committed to ensure that Registered Tenants Organisations (RTOs)are able to participate in the housing service without their members having to bear any personal cost. All RTOs engaged in activities related to council housing are eligible to apply for a grant every financial year.

This grant, subject to the availability of resources, is to help RTOs meet the costs of:

  • Seeking the views of their members and informing members of their activities
  • Administrative expenses
  • Affiliation fees to tenant support organisations
  • Attendance at training activities, conferences and seminars
  • Crèche facilities

We will also meet all reasonable requests from DFTA and RTOs for assistance with typing, photocopying and other clerical assistance.

How to apply for an administration grant

Your group has to complete an Application for Grant Aid form. You can get one from your Tenant Participation Officer or you can download it.

Registered Tenant Organisations in the Dundee area

Under the Housing (Scotland) Act 2001 we are required to publish a public register giving details of RTOs in the Dundee area.

The register contains the following information:

  • The name of the RTO
  • Details of its area of operation
  • Information on how to contact the RTO

Any additional information, such as meeting times, where meetings are held etc.

The council's Dundee Contract Services, Housing and Environmental Services committee is the party which decides whether or not to include a tenant organisation on the register.

The registration period is 3 years, after which RTOs must reapply.

The register is available from all Housing Offices.
