I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II SCOTTISH FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT - 1ST JULY TO 30TH SEPTEMBER, 2020

 

There was submitted Report No 310-2020 by Area Manager Pryde providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2017/2020, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

III SCOTTISH FIRE AND RESCUE SERVICE - DUNDEE LOCAL PLAN 2020-2023

 

There was submitted Report No 311-2020 by Area Manager Pryde presenting, for approval, the final draft Local Fire and Rescue Plan for Dundee 2020, which was attached at Appendix 1 to the report.

 

The Committee agreed to approve the draft Plan accordingly.

 

IV DUNDEE CITY POLICING AREA PERFORMANCE RESULTS - 1ST JULY TO 30TH SEPTEMBER, 2020

 

There was submitted Report No 295-2020 by Chief Superintendent Todd providing information for the Committee regarding the performance of Police Scotland against performance indicators that would facilitate local scrutiny.

 

The Committee agreed to note and scrutinise the operational report.

 

V ANTI-SOCIAL BEHAVIOUR JUNE TO SEPTEMBER, 2020

 

There was submitted Report No 287-2020 by the Executive Director of Neighbourhood Services providing an overview on the reporting figures to the Neighbourhood Services - Anti-Social Behaviour (ASB) Team for the period 1st July, 2020 to 30th September, 2020.

 

The Committee agreed to note the content of the report.

 

VI COMMUNITY PAYBACK ORDERS

 

There was submitted Report No 307-2020 by the Executive Director of Children and Families Services which was the 8th annual report on the local operation of Community Payback Orders (CPOs) covering the period 2018-2019. The Criminal Justice and Licensing (Scotland) Act 2010 imposed a duty on local authorities to submit annual reports on CPOs. In previous years, reports had been submitted directly to Scottish Government and this was the second year the report had been submitted to Community Justice Scotland. The report highlighted key trends and the contribution CPOs made to community safety and social inclusion. The report was initially delayed by the statistical information being required first by the Scottish Government to populate a national summary. The suspension of Committees during the initial stages of the pandemic then produced a further delay. The statistical information for 2019-2020 had been submitted to Scottish Government and was yet to be released.

 

The Committee agreed to:-

 

(i) note continued progress made in relation to the operation of Community Payback Orders as outlined in the report;

 

(ii) note that the effective delivery of Community Payback Orders continued to be an important element of the City Plan and Community Justice Outcome Improvement Plan; and

 

(iii) instructed the Executive Director, Children and Families to provide a further report on the operation of CPOs in 12 months.
