I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II DUNDEE COMMUNITY SAFETY PARTNERSHIP COMMISSIONING BUDGET 2020/2021

 

There was submitted Report No 21-2021 by the Executive Director of Neighbourhood Services seeking approval for the Dundee Community Safety Partnership Commissioning Budget 2020-2021.

 

The Committee agreed to approve the proposed allocations which would allow partners to provide a strategic response to the Community Safety priority areas of work as identified within the Dundee Community Safety and Justice Local Outcomes and Improvements Plan (LOIP). Outcome 6 - Our communities will be safe and feel safe.

 

III ADULT SUPPORT AND PROTECTION COMMITTEE

 

There was submitted Report No 24-2021 by the Chief Officer, Dundee Health and Social Care Partnership advising the Committee that the Independent Convenor of the Dundee Adult Support and Protection Committee (ASPC) had produced their Biennial Report for the period April, 2018 to March, 2020. The report included a summary of the work undertaken during the reporting period and the priorities recommended for the coming year (2020/2021).

 

The Committee agreed to:-

 

(i) note the content of the Independent Convenor's Biennial Report (attached as Appendix 1 of the report);

 

(ii) note the progress achieved in response to the recommendation made by the Independent Convenor in the Biennial Report 2016/2018 and the mid-term report 2019/2020 (section 4.4 of the report); and

(iii) note the development of the Adult Support and Protection Committee delivery plan for the current year (2020/2021) (contained within Appendix 1 of the report).

 

IV ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 37-2021 by the Executive Director of Children and Families Service summarising the eleventh annual report on arrangements for managing high risk offenders across Tayside and covering the period 1st April, 2019 to 31st March, 2020. (A copy of the report was attached as Appendix 1).

 

The Committee agreed to:-

 

(i) note the content of the report and the ongoing developments in relation to the risk assessment and risk management of high risk of harm offenders; and

 

(ii) instruct the Executive Director of Children and Families Service to present such reports to the Committee on an annual basis.

 

V COMMUNITY JUSTICE OUTCOME IMPROVEMENT PLAN 2020/2023

 

There was submitted Report No 25-2021 by the Executive Director of Neighbourhood Services outlining the content of the draft Community Justice Outcome Improvement Plan (CJOIP) 2020/2023 (Appendix A). A previous report was considered in March, 2017 (Article V of the minute of meeting of this Committee of 13th March, 2017 refers), whereby the CJOIP 2017/2020 was approved. In addition, there was an update report in August, 2019 on progress in implementing the Plan (Article IV of the minute of meeting of this Committee of 19th August, 2019 refers). Whilst there were no requirements to send the CJOIP 2020/2023 to the Scottish Government, Community Justice Scotland had been consulted in the preparation of the draft Plan in accordance with section 20(6)(a) of the Community Justice Scotland Act (2016) requirements.

 

The Committee agreed to:-

 

(i) note the content of the report;

 

(ii) approve the draft Community Justice Outcome Improvement Plan 2020/2023 which was attached as an Appendix to the report; and

 

(iii) instruct the Executive Director of Neighbourhood Services to provide 12 month progress updates.

 

VI COMMUNITY SAFETY AND JUSTICE PROGRESS REPORT 2019/2020

 

There was submitted Report No 26-2021 by the Executive Director of Neighbourhood Services providing an overview of progress on Community Safety and Justice related activity in 2019/2020. A previous update report was considered in August, 2019 on progress in implementing the plan (Article IV of the minute of meeting of this Committee of 19th August, 2019 refers).

 

The Committee agreed to:-

 

(i) note the content of the report and the continued progress made in relation to Community Safety and Justice;

 

(ii) note that the effective delivery of Community Safety and Justice continued to be an important element of the City Plan and the Community Justice Outcome Improvement Plan; and

 

(iii) note that the report provided the final Community Justice update of the 2017/2020 Community Justice Outcome Improvement Plan.
