I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II ADULT SUPPORT AND PROTECTION COMMITTEE - MID-TERM REPORT 2020/2021

 

There was submitted Report No 52-2022 by the Independent Convenor, Dundee Adult Support and Protection Committee advising the Committee that the Independent Convenor of the Dundee Adult Support and Protection Committee (ASPC) had produced their mid-term report for the period April, 2020 to March, 2021. The report included a summary of the work undertaken during the reporting period and the priorities recommended for the coming year (2021/2022).

 

The Committee agreed to:-

 

(i) note the content of the Independent Convenor's mid-term report (attached as Appendix 1 to the report);

 

(ii) note the progress achieved in response to the recommendations made by the Independent Convenor in the Biennial Report 2018/2020 (section 4.4 of the report); and

 

(iii) note the areas for improvement identified within the annual report which would be incorporated into the Adult Support and Protection Committees delivery plan (section 4.5 of the report).

 

III ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 56-2022 by the Independent Chair, Tayside MAPPA Strategic Oversight Group summarising the twelfth annual report on arrangements for managing high risk offenders across Tayside over the period 1st April, 2020 to 31st March, 2021. A copy of the report was included as Appendix 1 to the report.

 

The Committee agreed to:-

 

(i) note the content of the report and the ongoing developments in relation to the risk assessment and risk management of high risk of harm offenders; and

 

(ii) instruct the Executive Director of Children and Families Service to present such reports to Committee on an annual basis.

 

IV FOOD SAFETY SERVICE PLAN 2021/2022

 

There was submitted Report No 38-2022 by the Executive Director of Neighbourhood Services seeking approval of the revised Food Safety Service Plan.

 

The Committee agreed to approve the Food Safety Service Plan attached to the report and remitted the Executive Director to implement this Plan accordingly.

 

V DUNDEE LOW EMISSION ZONE

 

There was submitted Report No 57-2022 by the Executive Director of Neighbourhood Services advising on the outcome of the objection period following the publishing of a notice of proposals for the Dundee Low Emission Zone, and seeking approval to apply to the Scottish Ministers for the approval of the proposed Dundee Low Emission Zone scheme in line with the Transport (Scotland) Act 2019, the Low Emission Zones (Scotland) Regulations 2021, and the Low Emissions Zones (Emission Standards, Exemptions and Enforcement) (Scotland) Regulations 2021.

 

The Committee agreed to:-

 

(i) remit the Executive Directors of Neighbourhood Services and City Development to apply to the Scottish Ministers for the making of the Low Emission Zone as per Section 10 of Part 2 of the Transport (Scotland) Act 2019 based on the submission template presented in Appendix B to the report;

 

(ii) subject to the LEZ scheme being approved by Scottish Ministers, approve the publication of a notice to make the LEZ scheme, as set out in Regulation 5 of the Low Emission Zones (Scotland) Regulations 2021; and

 

(iii) delegate authority to the Executive Director of City Development under Section 17 of the Transport (Scotland) Act 2019 to grant or renew time limited exemptions as outlined in Section 4.6 of the report.
