I DECLARATION OF INTEREST

 

Councillor Crichton declared an interest in the item of business at Article V of this minute by virtue of a family member being the author of the report and took no part in the proceedings and withdrew from the meeting during its consideration.

 

II DUNDEE CITY COUNCIL (SUMMERFIELD GARDENS, DUNDEE) (STOPPING-UP) ORDER 2022

 

On a reference to Article V of the minute of the City Development Committee held on 25th April, 2022, wherein it was agreed to stop-up areas of roads, footpaths, footways and parking areas in Summerfield Gardens, Dundee there was submitted Agenda Note AN23-2023. It was reported that the Order was duly prepared and advertised in the Evening Telegraph and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee agreed to authorise and confirm the Stopping-Up Order, and to authorise formal publication of the confirmation, after which the Order would become operative.

 

III CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - STREET NAMES - NEW RESIDENTIAL DEVELOPMENT AT PITKERRO MILL, KELLAS ROAD,DUNDEE

 

There was submitted Agenda Note AN25-2023 advising of the results of the consultation for new street name at a new residential development at Pitkerro Mill, Kellas Road, Dundee.

 

The Committee agreed the undernoted street name:-

IV ANNUAL ROAD SAFETY AND 20MPH PROGRESS REPORT

 

There was submitted Report No 221-2023 by the Executive Director of City Development, informing of the progress made towards the national road casualty reduction targets to 2030, along with the Councils programme of road safety works for 2023/2024 and ongoing 20mph progress. The report also informed of the pedestrian crossing re-evaluation undertaken using the new pedestrian crossing assessment process.

 

The Committee agreed:-

 

(i) to note the road casualty statistics for the local road network, and the Scottish Government road safety targets to 2030 and 2050;

 

(ii) to approve the conversion of areas identified in Appendix B of the report to 20mph zones;

 

(iii) to approve the programme of road safety works contained in Appendix C of the report; and

 

(iv) to approve the locations identified in Section 6.7 of the report where additional pedestrian facilities should be considered.

 

V FLEET PROCUREMENT SOURCING STRATEGY

 

There was submitted Report No 222-2023 by the Executive Director of City Development, seeking approval of the procurement sourcing strategy for plant and vehicles as required by Dundee City Council to ensure ongoing operational efficiency and support the delivery of frontline services.

 

The Committee agreed:-

 

(i) to approve the procurement sourcing strategy for plant and vehicles summarised in the report;

 

(ii) to delegate authority to the Head of Sustainable Transport and Roads to purchase plant and vehicles as set out in the report; and

 

(iii) to delegate authority to the Head of Sustainable Transport and Roads to authorise lease and hire agreements as set out in the report.

 

VI TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY AND HEAD OF SUSTAINABLE TRANSPORT AND ROADS

 

There was submitted Report No 220-2023 by the Executive Director of City Development, detailing tenders received and requesting decisions thereon.

 

(a) VARIOUS PROPERTIES - SERVICE AND MAINTENANCE OF STAGE LIGHTING

 

The Committee agreed to accept the offer from Northern Light Stage and Technical Services Ltd in the sum of 139,020.02, together with allowances of 14,000, giving a total expenditure of 153,020.02.

 

(b) CAMPERDOWN SAWMILL DEMOLITION

 

The Committee agreed to accept the tender with the highest ranking for cost and quality from Dundee Plant Company Ltd in the sum of 9,035, together with allowances of 17,000, giving a total expenditure of 26,035.

 

(c) 82 TULLIDEPH ROAD RETAINING WALL

 

The Committee agreed to accept the tender with the highest ranking for cost and quality from Dundee Plant Company Ltd in the sum of 23,888.59, together with allowances of 6,950, giving a total expenditure of 30,838.59.

 

(d) A991 MARKETGAIT TUNNEL WORKS

 

The Committee agreed to accept the tender with the highest ranking for cost and quality from Chemcem Scotland Ltd in the sum of 84,949, together with allowances of 13,500, giving a total expenditure of 98,449.

 

(e) COLDSIDE CAMPUS - NOISE AND LIGHT ASSESSMENTS

 

The Committee agreed to accept the tender with the highest ranking for cost and quality from Stantec UK Ltd, in the sum of 10,500.

 

(f) SYNTHETIC SURFACE CONDITION SURVEYS AT DUNDEE INTERNATIONAL SPORTS COMPLEX (DISC) AND NORTH EAST CAMPUS (NEC)

 

The Committee agreed to accept the tender with the highest ranking for cost and quality from Sports Labs Ltd in the sum of 3,000.

 

(g) STAFF AND VISITOR CYCLE PARKING AT DUNDEE INDEPENDENT LIVING CENTRE

 

The Committee agreed to accept the tender from Broxap Ltd in the sum of 11,986.

 

(h) COVERED CYCLE PARKING FACILITY AND SCOOTER RACKS AT BLACKNESS PRIMARY SCHOOL

 

The Committee agreed to accept the tender from Lockit Safe Ltd in the sum of 7,000.
