I DECLARATION OF INTEREST
Bailie Dawson declared an interest in Article II by virtue of his employment with OVO Energy.
II PROPERTY AND HOUSING MAINTENANCE AND REFURBISHMENT FRAMEWORK
There was submitted Report No 237-2023 by the Executive Director of Neighbourhood Services providing an update on the development of a sourcing strategy for Property and Housing Maintenance and Refurbishment and seeking approval to procure through a new Scotland Excel framework, either by direct award (based on the National Schedule of Rates - NSR) or through a mini competition carried out under the terms of the framework.
The Committee agreed:-
(i) to approve the use of the Scotland Excel Property and Housing Maintenance and Refurbishment framework as an alternative option to procuring Property and Housing trades contractor works for Dundee City Council where Construction Services were unable to undertake the works using inhouse resources; and
(ii) to delegate authority to the Executive Director of Neighbourhood Services to utilise the Property and Housing Maintenance and Refurbishment framework, recently let by Scotland Excel following a tender process carried out in compliance with the Public Contracts (Scotland) Regulations of 2015, and to procure either by direct award for contracts up to 10,000 (based on the National Schedule of Rates - NSR) or others through a mini competition carried out under the terms of the framework.
III EXTERNAL WALL INSULATION - GLENPROSEN, LAWTON AND LINLATHEN PHASE 1
There was submitted Report No 238-2023 by the Executive Director of Neighbourhood Services, providing information regarding the development of a sourcing strategy and seeking approval for the above phase of the energy efficiency project as part of the HRA Capital Plan 2023/2028 - Tackle Climate Change and reach Net Zero carbon emissions by 2045.
The Committee agreed:-
(i) to approve the use of the Procurement for Housing Framework Agreement Renewables and Energy Efficiency Works and Associated Consultancy Services - Lot 1F (Insulation) to procure External Wall Insulation works for Dundee City Council via Direct Call Off to SSE-OVO Solutions for Glenprosen and Lawton Development and Linlathen Phase 1 Development; and
(ii) to approve the projects noted below and the indicative costs:-

IV INTERNAL WALL INSULATION PILOT
There was submitted Report No 239-2023 by the Executive Director of Neighbourhood Services detailing the pilot programme and projected costs for Internal Wall Insulation solutions across four properties where External Wall Insulation was not suitable. This would form part of the next phase of energy efficiency projects as part of the HRA Capital Plan 2023-2028 - Tackle Climate Change and reach Net Zero Carbon Emissions by 2045 and seeking approval for its implementation.
The Committee agreed to approve the pilot programme for IWI in four Dundee City Council properties and also its estimated costs submitted, as set out in the report, with the total amount detailed in Appendix 1 of the report.
V TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 246-2023 by the Executive Director of City Development, detailing tenders received and requesting a decision thereon:-
(a) MAGDALENE KIRKTON 2ND DEVELOPMENT - ELECTRICAL UPGRADE - PILOT PROJECT
The Committee agreed to accept the negotiated tender from Construction Services in the sum of 15,500, together with allowances of 4,000, giving a total expenditure of 19,500.
(b) ANCRUM PLACE AND MORVEN TERRACE SECURITY LIGHTING
The Committee agreed to accept the negotiated tender from Construction Services in the sum of 107,304.31, together with allowances of 21,000, giving a total expenditure of 128,304.31.
(c) LILY WALKER CENTRE - WIFI AND CCTV INSTALLATION
The Committee agreed to accept the tender from North SV Ltd, in the sum of 77,669.34, together with allowances of 13,000, giving a total expenditure of 90,699.34.
