I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II EDUCATION SCOTLAND (HMI) INSPECTION OF CLAYPOTTS CASTLE PRIMARY SCHOOL

 

There was submitted Report No 279-2023 by the Executive Director of Children and Families Service, reporting on the findings of the Education Scotland (HMI) inspection of Claypotts Castle Primary School.

 

The Committee agreed:-

 

(i) to note the contents of the report; and

 

(ii) to instruct the Chief Education Officer to monitor progress towards meeting the areas for improvement outlined in the report.

 

III EDUCATION SCOTLAND (HMI) INSPECTION OF BALDRAGON ACADEMY

 

There was submitted Report No 280-2023 by the Executive Director of Children and Families Service, reporting on the findings of the Education Scotland (HMI) inspection of Baldragon Academy.

 

The Committee agreed:-

 

(i) to note the contents of the report;

 

(ii) to instruct the Chief Education Officer to monitor progress towards meeting the areas

for improvement outlined in the HMI Inspection report; and

 

(iii) to instruct the Executive Director to update Committee following ongoing Education Scotland engagement.

 

IV FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT - 1ST APRIL TO 30TH JUNE, 2023

 

There was submitted Report No 286-2023, by Area Commander Sharp, providing information regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes

and performance measures detailed within the Local Fire and Rescue Plan for Dundee 2020/2023, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of the report.

 

V DUNDEE LOCAL POLICING AREA QUARTERLY POLICE REPORT 1ST APRIL, 2023 TO 30TH JUNE, 2023

 

There was submitted Report No 287-2023 by Chief Superintendent Davison, providing information regarding the performance of Police Scotland against performance indicators that would facilitate local scrutiny.

 

The Committee agreed to note and scrutinise the operational report.

 

VI INTERNAL AUDIT REPORTS

 

There was submitted Report No 267-2023 by the Chief Internal Auditor, providing a summary of the Internal Audit Reports finalised since the last meeting of the Scrutiny Committee.

 

The Committee agreed to note the information contained within the report.

 

VII INTERNAL AUDIT PLAN UPDATE AND PROGRESS REPORT

 

There was submitted Report No 268-2023 by the Chief Internal Auditor, providing an update on the progress towards delivering the 2023/2024 Internal Audit Plan; the audits from previous years plans that were not complete at June 2023; and information about the number of open internal audit recommendations.

 

The agreed to note the information contained within the report.

 

VIII CORPORATE FRAUD TEAM ACTIVITY AND PERFORMANCE, INCLUDING WHISTLEBLOWING 2022/2023

 

There was submitted Report No 270-2023 by the Executive Director of Corporate Services, informing of the Corporate Fraud Teams (CFTs) activity and performance for the 12-month period to 31st March, 2023, including whistleblowing activity.

 

The Committee agreed to note the information in the report.

 

IX NATIONAL FRAUD INITIATIVE

 

There was submitted Report No 271-2023 by the Executive Director of Corporate Services, informing on the work for the mandatory 2022/2023 National Fraud Initiative (NFI) exercise including the supplementary mandatory 2022/2023 Electoral Roll/Council Tax Single Person Discount data matching exercise.

 

The Committee agreed to note the progress made to date on investigating the data matches received from the Cabinet Office as part of the 2022/2023 NFI exercise and the current position with the 2022/2023 Electoral Roll/Council Tax Single Person Discount.

 

X COUNCIL PLAN 2022/2023 PROGRESS REPORT FOR 2022/2023

 

Reference was made to Article XII of the minute of meeting of the Policy and Resources Committee of 26th June, 2023, wherein it was agreed to submit the above report to this meeting of the Scrutiny Committee for further consideration.

 

There was submitted Report No 144-2023 by the Chief Executive, providing the first annual progress report on the new Council Plan 2022/2027.

 

The Committee agreed to note the progress made since the launch of the Council Plan 2022/2027.

XI RISK MANAGEMENT REVIEW OF POLICY AND STRATEGY

 

Reference was made to Article XIII of the minute of meeting of the City Governance Committee of 21st August, 2023, wherein it was agreed to submit the above report to this meeting of the Scrutiny Committee for further consideration.

 

There was submitted Report No 227-2023 by the Executive Director of Corporate Services, presenting the Scheduled review of the Councils Risk Management Policy and Strategy and the interim review of the Councils Corporate Risk Register (CRR).

 

The Committee agreed to note the content of the report.
