Energy Company Obligation Scheme

The main objective of the Energy Company Obligation scheme (ECO) is to reduce fuel poverty by improving the least energy efficient private sector housing stock occupied by low income, vulnerable and fuel poor households. One route that can be used to identify these households is the ECO Flexibility voluntary targeting mechanism, where private tenure households that are considered, by the approved managing agent, to be living in fuel poverty and/or on a low income and are vulnerable to effects of living in a cold home can be referred for assessment.

Please note the publication of a new Statement of Intent (SoI) on 13th  October, 2023. This supersedes the SoI published on 22nd April, 2023 which is retained on the website for reference only. The new SoI incorporates the Great British Insulation Scheme (GBIS) through which qualifying households may be able to obtain single insulation measures. The new template SoI issued by Ofgem is published in its entirety as they have instructed. However, it should be noted that Dundee City Council will not be using either Route 4 or Route 2 Proxy 5 in its ECO4 Flex/GBIS scheme.

The Council welcomes the introduction of the ECO Flexible eligibility scheme as it helps the Council achieve its plans to improve the homes of those in fuel poverty or vulnerable to the cold whilst aiding the Government’s fuel poverty and net zero commitments.
