I REVENUE BUDGET AND COUNCIL TAX 2001/02, 2002/03 and 2003/04

 

On a reference to Article I of the minute of meeting of the Policy and Resources Committee of 15th February, 2001, there was submitted:-

 

(i)a letter dated 8th February 2001 by the Director of Support Services regarding the restrictions on voting in terms of Section 112 of the Local Government (Finance) Act, 1992;

 

(ii)Report No 92-2001 by the Director of Finance advising the Committee of those factors which it requires to consider when setting the final Revenue Budget and Council Tax for 2001/02 and the indicative Revenue Budget and Council Tax for 2002/03 and 2003/04.

 

Councillor Regan, seconded by Councillor Sturrock, moved that the Committee:-

 

1                     notes the contents of Report 92-2001 by the Director of Finance, together with the estimates of Revenue Expenditure for the year from 1 April 2001 to 31 March 2002 as contained in the Provisional Revenue Budget Volume and as revised by the Special Policy and Resources Committee on 15 February 2001;

 

2 approves the calculation of the Council Tax for 2001/02 and notes the calculation of the indicative Council Tax levels for 2002/03 and 2003/04 as detailed in Appendix 1 below;

 

3 approves that the 2001/02 Non-Domestic Rate poundages be levied at 47.0p, as prescribed by the Minister for Finance for Scotland;

 

4 approves that the 2001/02 Band D Council Tax be determined at 1,051 and the Council Tax for each band be set as follows:-

As an amendment, Councillor Sawers, seconded by Councillor Dave Beattie, moved that the Committee:-

On a division, there voted for the motion - Lord Provost Wright, Councillors Regan, de Gernier, Letford, Ward, Shimi, Presswood, Farquhar, Luke, Sturrock, Glen, Grant and Rolfe (13); and for the amendment - Councillors Barrie, Richard Beattie, Dawson, Sawers, Fitzpatrick, Petrie, Guild, Corrigan, Dave Beattie, Fordyce, Bowes, Mackie, Wallace and Scott (14) - whereupon the amendment was declared carried and became the motion before the meeting.

 

As a further amendment, Councillor Mackie, seconded by Councillor Wallace, moved that the Committee:-
