I LEISURE AND PARKS DEPARTMENT - GROUNDS MAINTENANCE CONTRACT - REVIEW OF BONUS PAYMENT SYSTEM

 

It was reported that following a review of the working arrangements of employees on ground maintenance work, conducted under the Best Value Review of the Grounds Maintenance Contract, a new payment system had been agreed with the employees and their trade unions which replaced the traditional work study bonus scheme with a fixed payment linked to achievement of agreed work schedules and control of staffing levels with a smaller, variable payment linked to levels of attendance.

 

The Committee noted that the new system would take effect from 5th March 2001, would result in savings in administration costs through the elimination of bonus calculations and would enable more flexible methods of working to be operated.

 

The Committee further noted that the arrangements would apply up to the implementation of the Single Status Agreement, when a new pay structure for all former APT & C and Manual employees would be introduced.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

II LEISURE AND PARKS DEPARTMENT - EARLY RETIRAL

 

The Committee approved the early retiral of an employee within the Leisure and Parks Department in the interests of the efficiency of the service with effect from 31 August 2001, which retirement would be accordance with the Local Government Pension Scheme (Scotland) Regulations 1998, and would be in accordance with the maximum enhancements in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) Regulations 1998.

 

The Committee noted savings which would result from this early retiral as reported by the Director of Finance.
