The minute of meeting of this Committee of 19th February, 2001 was held as read.

PUBLICITY FOR CHILDREN WHO ARE IN NEED OF PERMANENT SUBSTITUTE FAMILIES

 

On a reference to paragraph II of the minute of meeting of this Committee of 19th February, 2001, there was submitted Report No 125-2001 by the Director of Social Work advising the Committee of the various methods of recruiting families for children who were looked after away from home and for whom the local authority had particular responsibilities as a corporate parent, and seeking approval for advertising in respect of specific children.

 

The Convener, seconded by Councillor Shimi, moved that the Committee approve the methods of recruitment described in the report and that responsibility to give consent for publicity in respect of specific children be delegated to the Agency Decision Maker who is the Children's Services Manager.

 

As an amendment, Councillor Fordyce, seconded by Councillor Corrigan, moved approval of the recommendations in the report subject to the undernoted amendments:-

 

Paragraph 6.9 be amended to read:-

 

"The following types of advertisements are recommended dependant on the child's circumstances.

 

1. Information only poster to be displayed at an open meeting.

 

2.Information video to be shown in an open meeting. No photographs to be included in the video.

 

3.Specific child/children interviewed in or description in an newspaper or magazine feature without a photograph. Information used to be non-identifiable."

 

Paragraph 6.3 be amended to reflect that the Council should discontinue the practice of using photographs when featured in "Scottish Children" and discontinue the practice of using the publication "Be My Parent".

 

On a division, there voted for the motion - the Convener, Lord Provost Wright, Councillors de Gernier, Letford, Shimi, Presswood, Farquhar, Luke, Sturrock, Glen, Grant, Rolfe, Mackie, Wallace and Scott (15); and for the amendment - Councillors Richard Beattie, Dawson, Sawers, FitzPatrick, Guild, Corrigan, Dave Beattie, Fordyce and Barrie (9) - whereupon the motion was declared carried.
