The Director of Environmental and Consumer Protection reported that notices had been served on the owners of the undernoted property requiring works to be carried out.

The Committee authorised the Director to carry out the works should the owners not comply within the time allowed in the Notices.

 

IICONTAMINATED LAND REGIME - ADDITIONAL CAPITAL CONSENT 2000/01 AND 2001/02

 

It was reported that the Minister for Environment, Sport and Culture had announced the distribution of an additional 5.2 million to local authorities for taking forward work associated with the implementation of the new statutory regime for the identification and remediation of contaminated land.

 

The Scottish Executive had advised that Dundee City Council's allocation for 2000/1 was 41,000 and the allocation for 2001/02 was 102,000.

 

Due to the short timescale, it was not possible to utilise the 2000/01 allocation before 31st March, 2001 and it was therefore proposed that the 2000/01 allocation be carried forward to 2001/02, giving an allocation of 143,000 for that year.

 

The Public Analyst has proposed that Dundee City Council purchase analytical instrumentation for toxic trace metal analysis which is a major component of an intrusive site investigation of contaminated land. The purchase of this equipment would be co-funded as per the Minute of Agreement for Scientific Services between Dundee City Council, Angus Council and Perth and Kinross Council.

 

The Committee noted that in accordance with the terms of paragraph 3.4 of the tender procedures of the Council, four quotations had been obtained from specialist suppliers for a Trace Metal Analyser and agreed to accept the lowest offer in the sum of 31,500 from Varian Analytical Instruments, Walton-on-Thames.

 

III ROSPA ANNUAL CONFERENCE - "HOME SAFETY AND INJURY REDUCTION - FORGING LINKS"

 

It was reported that the Royal Society for the Prevention of Accidents (ROSPA) was holding its annual conference in Edinburgh on 24th May, 2001 at a cost per delegate of 65 excluding travel and subsistence.

 

The Committee authorised the attendance of the Convener or his nominee.

 

IV ESTABLISHING A DUNDEE LANDFILL TAX TRUST/COMPANY

 

There was submitted Joint Report No 218-2001 by the Directors of Environmental and Consumer Protection and Corporate Planning seeking approval for the establishment of a Dundee based Landfill Tax Trust or Charitable Company with the participation of Dundee City Council as core partners.

 

The Committee remitted to the Director of Support Services to investigate the establishment of a Landfill Tax Trust or Charitable Company.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it might lead to the disclosure of exempt information as defined in paragraph 6 of Part 1 of Schedule 7A of the Act.

 

V DUNDEE ENERGY RECYCLING LIMITED (DERL)

WASTE TO ENERGY PLANT - FRONT END TREATMENT PROCESS

 

There was submitted Report No 229-2001 by the Environmental and Consumer Protection Operations Manager outlining the proposals by Dundee Energy Recycling Limited (DERL) to establish a Front End Separation System at the Waste to Energy Plant at Forties Road.

 

The Committee approved the proposals detailed in the report.
