The minute of meeting of this Committee of 21st May, 2001 was held as read.

I LEISURE AND PARKS DEPARTMENT - SERVICE PLAN - REPORT ON PERFORMANCE 2000/2001

 

The Director of Leisure and Parks submitted Report No. 267-2001 informing the Committee of the performance of the Department during the financial year 2000/2001 in relation to the key performance measures outlined in the Leisure and Parks Service Plan 1999/2000 and providing indication of initiatives planned to improve performance.

 

The Committee noted the contents of the Report and remitted to the Director of Leisure and Parks to implement any actions and strategies necessary to enhance the performance of the measures.

 

II OLYMPIA AND LOCHEE SWIMMING AND LEISURE CENTRES - GAS DETECTION SYSTEM - EXTENSION OF EXISTING SAFETY SYSTEM

 

The Director of Leisure and Parks reported that quotations had been received from specialist contractors, Gas Measurement Instruments Limited, Renfrew to extend the existing gas monitoring system at the Olympia and Lochee Swimming and Leisure Centres amounting to 2,598.78 for incorporating a chlorine gas detection system at Lochee Swimming and Leisure Centre and 8,210.34 for the extension of the current monitoring and detection systems in place at the Olympia to cover both carbon monoxide and methane in the boiler room.

 

The Committee agreed to accept both quotations from Gas Measurement Instruments Limited.

 

III BAXTER PARK - PROFESSIONAL FEES

 

The Committee approved the expenditure of 1,100 for processional services to complete the design options for the proposed new Park Centre building in Baxter Park and noted that the work would complete the submission process to the Heritage Lottery with an expected response by the end of July, 2001.

 

IV BROUGHTY FERRY RAILWAY STATION REDEVELOPMENT - PLANTER ON NORTH PLATFORM

 

The Director of Leisure and Parks reported that a request had been received from Railtrack plc via their contractor's Architects, Kerr McAllister, for the planting and subsequent maintenance on a perpetuity basis of a planter installed on the north platform of the redeveloped Broughty Ferry Railway Station.

The Committee agreed to accept the offer of 1,158.12 from Morrison Construction Limited who were acting as a Railtrack plc's Contractor for the supply and planting of shrubs including the first year's maintenance plus 30 times the annual maintenance.

 

V DUNDEE INTERNATIONAL SPORTS COMPLEX - AUTUMN SPORT PROMOTION

 

The Director of Leisure & Parks submitted Report No.364-2001 seeking approval for the Department to deliver a pilot discount scheme for the 2001 October school holidays at Dundee International Sports Complex.

 

The Committee approved the report and remitted to the Director of Leisure & Parks to implement a discounted scheme to encourage use of the outdoor pitches at DISC during a period of traditionally low usage during the October 2001 school holiday period on the basis outlined in the report and approved a special rate of 21.50 per hour for the hire of the outdoor "all weather" pitches.

 

VI DUNDEE PLAY AREAS TENDER REPORT - PHASE 2 REMOVAL WORKS

 

On a reference to Article IX of the minute of meeting of this Committee of 20th March, 2000, the Director of Leisure & Parks submitted Report No.395-2001 seeking approval for the Leisure Services DSO to undertake the implementation of Dundee Play Area Report Phase 2 - Removal Work.

 

The Committee agreed to accept the offer from the Leisure Services DSO amounting to 1,217.56 for reinstatement works and 62,047.00 for play equipment removal and hard landscaping making a total of 63,264.56. The Committee also approved RBS Muir Plant Hire as sub-contractor for play equipment removal and hard landscaping.

 

VII APPLICATION FOR USE - DUDHOPE PARK - LOYAL ORANGE INSTITUTE OF SCOTLAND

 

The Director of Leisure & Parks reported that a request had been received from the Loyal Orange Institute of Scotland, Fred Roshier Memorial Lodge 118 for permission to use Lochee Road entrance to Dudhope Park as an assembly point on Saturday, June 30th, 2001 at 8.00 am for a public procession.

 

The Committee refused the request.

 

VIII TENDERS RECEIVED

 

The City Architectural Services Officer submitted Reports Nos. 358-2001 giving details of the undernoted offers:-

 

(a) DOUGLAS SPORTS CENTRE - FLOORING REPLACEMENT

 

The Committee agreed to accept the lowest offer by John Swan Flooring Specialist amounting to 46,182.00 to which required to be added an allowance of 7,780.00 for professional services making a total expenditure of 53,962.00.

 

The Committee also noted that John Swan Flooring Specialist had listed J G Leddie as the sub-contractor for painterwork.

 

(b) LYNCH SPORTS CENTRE - FLOORING REPLACEMENT

 

The Committee agreed to accept the most advantageous offer by John Swan Flooring Specialist amounting to 32,340.00 to which required to be added an allowance of 5,450.00 for professional services making a total expenditure of 37,790.00.

 

The Committee also noted that John Swan Flooring Specialist had listed J G Leddie as the sub-contractor for painterwork.

 

(c)DUNDEE INTERNATIONAL SPORTS CENTRE - DANCE STUDIO AIR CONDITIONING

 

The Committee agreed to accept the lowest offer by Neutrochem Limited amounting to 5,485.00 to which required to be added an allowance of 925.00 for professional services making a total expenditure of 6,410.00.

 

The Committee also noted that Neutrochem Limited had listed D H Morris Limited as the sub-contractor for electrical work.

 

IX MINI TALL SHIPS - GATHERING - ACCESS TO OLYMPIA

 

The Director of Leisure & Parks reported that a request had been received from Dundee Heritage Trust requesting permission for crews from visiting mini tall ships to have free access to the Olympia Leisure Pool during their stay.

 

The Committee agreed to grant permission for the access under a controlled situation between 11th and 13th August, 2001.

 

X APPLICATION FOR USE - PEEBLES DRIVE AND SPRINGFIELD SCHOOL, WHITFIELD PUBLIC OPEN SPACE

 

The Director of Leisure & Parks reported that an application had been received from "the Gate" to hold a "Freedom Carnival" on the open space area on Peebles Drive on Tuesday, 3rd July, 2001 and the open space outside Springfield School on Friday, 6th July, 2001.

 

The Committee agreed that permission be granted for use of the area subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc. to members of the public and in addition to meeting all other normal conditions required by the Council.
