The Committee having noted that applications (b) and (c) had been withdrawn from the agenda agreed that the remaining applications be granted.

 

III DUNDEE CITY COUNCIL (SEAGATE/GELLATLY STREET/CANDLE LANE/ COMMERCIAL STREET/TRADES LANE AREA) (VARIATION OF TRAFFIC REGULATIONS) ORDER 2001

 

Reference was made to Article XIII of the minute of meeting of this Committee of 24th January 2000 which authorised the preparation of the above Order.

 

The Committee noted that the Order had been drafted and during the statutory consultation period three objections had been received, two of which were later withdrawn.

 

The Committee having considered the objection from Strathtay Scottish Omnibuses and the Director of Planning and Transportation's reply agreed that the Order be published as drafted.

 

IV ROAD HUMPS (SCOTLAND) REGULATIONS 1998 - LONGHAUGH ROAD

 

Reference was made to Article X of the minute of meeting of this Committee of 21st September 2000 which approved the introduction of speed cushions in Longhaugh Road between Fintry Drive and Findowrie Street as part of the Safer Routes to School initiative.

 

The Committee authorised the scheme for introduction of the speed cushions in Longhaugh Road it being noted that no adverse comments had been received during statutory consultation.

 

V NATIONAL PLANNING POLICY GUIDELINE 1 - 'THE PLANNING SYSTEM'

 

Reference was made to the minute of meeting of this Committee of 28th August 2000 wherein the Committee agreed the Council's comments to the Scottish Executive on NPPG 1 'The Planning System'.

 

The Committee noted that the Executive had now published the final approved version of the revised Guidelines and as there were no substantial changes with regard to any matters that might have implications for this Council it was not intended to make any further representations thereon.

 

VI DUNDEE VISITOR SIGNS PHASE 1C

 

It was reported that on the instructions of the Dundee Partnership the City Engineer had prepared details for four additional interpretative signs to be installed to Dundee Esplanade.

 

It was further reported that in order to meet the timescale of completing these works within the current financial year the existing contract with Info Signs Limited and T & N Gilmartin Limited for the above project had been extended to include these works.

 

The Committee approved accordingly it being noted that the additional costs associated with extending the Info Signs Limited supply and installation contract were 16,184 with further allowances for fees and contingencies of 4,126 giving a total of 20,310 and that the additional costs associated with extending the T & N Gilmartin Limited groundworks contract were 2,820 with allowances for fees and contingencies of 870 giving a total of 3,690 giving a total anticipated increase in expenditure of 24,000 to be fully funded by Scottish Enterprise Tayside.

 

VII REDEVELOPMENT OF SHOPPING CENTRE AT TURNBERRY AVENUE - COMPENSATION - 641 TURNBERRY AVENUE

 

On a reference to Article VII of the minute of meeting of this committee of 25th September 2000 the Committee noted that the Director of Planning and Transportation in consultation with the Depute Convener and appropriate Opposition Spokespersons had authorised the payment of compensation to the former occupiers of 641 Turnberry Avenue in terms agreed by the District Valuer.

 

VIII DUNDEE CENTRAL WATERFRONT STUDY - PUBLIC CONSULTATION RESULTS AND FINAL DRAFT PROPOSALS

 

There was submitted Report No. 8-2001 by the Director of Planning and Transportation relative to the above.

 

The Committee noted the positive findings of the public consultation exercise on the Central Waterfront Study and approved the final draft masterplan, proposed delivery mechanism and future implementation programme for the purpose of further consultation with relevant interests and the public and remitted to the Director of Planning & Transportation to report back in September 2001 on this exercise.

 

It was further agreed that the final draft masterplan be commended to the Development Quality Committee as a material consideration for development control purposes.

 

IX RIVERSIDE DRIVE - EXTENSION TO CLEARWAY

 

There was submitted Report No. 52-2001 by the Director of Planning & Transportation seeking approval of the preparation of a Traffic Regulation Order to extend the clearway in Riverside Drive westwards to its junction with Riverside Avenue.

 

The Committee approved accordingly it being noted that the cost of providing the necessary signings for the clearway was estimated at 3,000 which sum would require to be met from the Planning & Transportation Revenue Budget 2001/02.

 

X APPRAISAL AND EVALUATION OF URBAN NATURE CONSERVATION SUBJECT LOCAL PLAN 1995, INCORPORATING RESULTS OF HABITATS AND SPECIES SURVEY 2000

 

There was submitted Report No. 66-2001 by the Director of Planning & Transportation relative to the above.

 

The Committee approved the recommendations in the report that:-

 

(a)the appraisal and evaluation be endorsed and it be remitted to the Director of Planning and Transportation to undertake a formal review of the urban nature conservation subject local plan based on its findings.

 

(b)a limited number of private landowners be consulted on relevant nature conservation sites recommended in the Habitat and Species Survey 2000.

 

(c)the key findings of the appraisal and evaluation be discussed with a Community Planning Sustainability Sub-Group (Nature Conservation) to raise awareness and

 

(d)that the UNCSLP review is incorporated into the review of the Dundee Local Plan 1998 which is also due to commence this year.

There was submitted Report No. 67-2001 by the Director of Planning & Transportation relative to the above.

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act, 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Schedule 7(A) of the Act.

 

VII PROPOSED EXCAMBION ALBERT STREET/VICTORIA STREET

 

On a reference to the minute of meeting of this Committee of 22nd January, 2001 the Committee noted that the flats which were the subject of the above excambion were in fact located at 13 and 19 Victoria Street.
