I SOCIAL WORK DEPARTMENT - EARLY RETIREMENT

 

The Committee resolved that ER8/00, a Social Care Officer within the Social Work Department be retired early on the grounds of the efficiency of the service, with effect from 14th November, 2000 it being noted that this retirement would be in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998 and would be with maximum enhancements in accordance with the Local Government (Discretionary Payments and Injury Benefits)(Scotland) Regulations 1998 The Committee noted that the financial implications were as detailed below.

II EDUCATION DEPARTMENT

 

(a) EARLY RETIREMENT

 

The Committee resolved that ER7/00, Senior Clerical Officer within the Education Department be retired voluntarily from Dundee City Council with effect from 31st December, 2000, it being noted that this retiral would be in accordance with Regulation 30 of the Local Government Pension Scheme (Scotland) Regulations 1998 which allowed an employee who was between the age 50 and 60 to retire voluntarily with the approval of the employing authority.

 

It was noted that this early retiral would result in net costs in the current financial year of 1,440 which would be met from within the existing revenue budget and that in years two and three there would be net savings of 1,714 per annum when in year 4 a net saving of 352 would result.

 

(b)EARLY YEARS AND CHILDCARE PARTNERSHIP - REGRADING AND REDESIGNATION OF FIXED TERM POST

 

Reference was made to the minute of meeting of this Committee of 16th August, 1999 which approved the staffing complement of the Early Years and Childcare Partnership.

 

It was reported that since the post had been established, the duties and responsibilities of the GS1/2 (8,304 - 11,685) Clerical Assistant post had been developed and extended to include the co-ordination duties linked to the Team's training and development programme. In light of this the Committee was asked to approve the proposal to re-grade the post to GS3 (11,898 - 12,405) and redesignate it to Senior Clerical Assistant on the basis that this was a fixed term post to 31st March, 2002.

 

The Committee approved the foregoing proposal, it being noted that the financial implications associated therewith were 310 in financial year 1999/2000 and 539 in a full financial year, which sum would be contained within the nursery sector childcare funding of the education department revenue budget.

 

III INFORMATION TECHNOLOGY DIVISION - EARLY RETIREMENT

 

The Committee resolved that ER9/00, IT Software Development Manager within the Information Technology Division, be retired early on the grounds of the efficiency of the service with effect from 13th February, 2001, it being noted that this retirement would be in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998 and would be with the maximum enhancement in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) Regulations 1999.

 

The Committee noted that the financial implications would be as detailed below.

IV CHIEF EXECUTIVE'S DEPARTMENT - CORPORATE PLANNING - CHANGES TO ESTABLISHMENT

 

It was reported that at the request of the Director of Corporate Planning, the Director of Personnel and Management Services had reviewed the grades of the posts of Administration Group Secretary, AP1 (12,405 - 13,305) and Administration Group Clerical Assistant GS3 (11,898 - 12,405) following the retiral of one post of Administration Group Secretary and an increase in the level of duties and responsibilities of the above two posts.

 

Following the review the Director of Personnel and Management Services recommended that:-

 

(a) The post of Administration Group Secretary, AP2 (13,650 - 14,811) be deleted.

 

(b)The post of Administration Group Secretary be re-graded from AP1 (12,405 - 13,305) to AP3 (15,240 - 16,770) and

 

(c)The post of Administration Group Clerical Assistant be re-graded from GS3 (11,898 to 12,405) to AP1 (12,405 - 13,305) and redesignated Administration Group Secretary, it being noted that the costs of implementing the recommendations would result in a saving of 10,119 in a full financial year.

 

The Committee approved accordingly

 

V PLANNING ENFORCEMENT POLICY AND RESOURCES

 

There was submitted Report No. 623-2000 by the Directors of Planning and Transportation and Personnel and Management Services relative to the above.

 

The Committee approved the recommendations in the report so far as its interests were concerned that:-

 

(a)the vacant post of Professional Trainee graded AP1-4 (14,811 - 21,636) be deleted and

 

(b)a post of Assistant Enforcement Officer graded Tech 2-4 (11,951 - 19,.224) be established within the department.

 

VI ENVIRONMENTAL AND CONSUMER PROTECTION DEPARTMENT - REGRADING OF POST

 

Reference was made to the minute of meeting of this Committee of 19th June, 2000 which approved the re-grading of 11 DSO Supervisors to T4.

 

It was reported that although not included at that time, it was considered that the post of Pest Control Supervisor, currently graded T3 (14,811 - 16,770) should also have been re-graded.

 

The Committee approved the re-grading of the post of Pest Control Supervisor from T3 to T4 (17,322  - 19,224) the cost of which would be 660 in the first full year which would be met from the existing budget.
