The minute of meeting of this Committee of 15th October 2001 was held as read.

I OLYMPIA - ANNUAL MAINTENANCE CLOSURE - MONDAY, 3RD DECEMBER TO SUNDAY, 16TH DECEMBER 2001 INCLUSIVE

 

The Director of Leisure and Parks reported that, to enable the Olympia annual equipment survey and essential maintenance programme to be carried out, the Olympia would require to close on the above dates.

 

The Committee approved accordingly and noted that alternative facilities were available at Lochee Swimming and Leisure Centre during the closure period.

 

II CHRISTMAS AND NEW YEAR HOLIDAY CLOSURES

 

The Director of Leisure and Parks submitted Report No 756-2001 detailing a schedule of closures for Christmas and New Year holidays 2001 to 2002 for various leisure facilities within the Council.

 

The Committee approved the schedule of closures.

 

III CAMPERDOWN COUNTRY PARK - APPLICATION FOR USE

 

The Director of Leisure and Parks reported that an application had been received from Abertay Rotary Club to hold a walkathon in Camperdown Park on 23rd June 2002.

 

The Committee approved the application, subject to the organiser meeting the normal conditions relating to insurance and general items.

 

IV EURO 2008 - DUNDEE STADIUM

 

The Director of Leisure and Parks submitted Report No 703-2001 seeking agreement to further develop a Euro 2008 bid for a new Dundee Football Stadium sited at Caird Park West.

 

The Committee:-

 

(a)agreed to the further development of the proposals for a Euro 2008 - Dundee Football Stadium based upon the Caird Park West Site;

 

(b)agreed to the project being developed in association with Dundee and Dundee United Football Clubs, Scottish Enterprise Tayside and the Scottish Football Association;

(c)noted the implications of any development on current Caird Park provision and the proposals in this report to address those issues;

 

(d)remitted to the Director of Leisure and Parks, the Director of Economic Development and the Director of Planning and Transportation to identify replacement pitches and public open space elsewhere in the city and to report back with appropriate sites; and

 

(e)remitted to the Director of Support Services to initiate any necessary negotiations or legal actions required to remove title restrictions on the Caird Park West Site.

 

Councillor Barrie declared an interest and took no part in the discussion of the above item.

 

V TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 726-2001 giving details of the offers received for the undernoted contracts.

 

(a) Castle Green Leisure Centre - External Lighting

 

The Committee agreed to accept the lowest offer by Philectric Limited, Dundee, amounting to 1,749 to which required to be added an allowance of 295 for professional services, making a total expenditure of 2,044.

 

(b) PATHS FOR ALL

 

The Committee agreed to accept the lowest offer by BTCV, Scotland, Stirling, amounting to 98,026.79 to which required to be added an allowance of 1,715 for professional services, making a total expenditure of 58,912.41.

 

VI PARKS AND CEMETERIES - FOOTPATH RESTORATION

 

The Director of Leisure and Parks submitted Report No 744-2001 seeking approval to carry out works to improve footpaths at Balgay Hill and Birkhill Cemetery and to accept an offer from the Leisure and Parks DSO.

 

The Committee agreed to accept the offer from the Leisure and Parks DSO to carry out the restoration works, amounting to 17,765 including contingencies.

 

VII DUNDEE'S OUTDOOR ACCESS STRATEGY

 

The Director of Leisure and Parks submitted Report No 753-2001 requesting approval for the commissioning of external consultants and funding for the payment of the consultants' fees.

 

The Committee agreed to the commissioning of Land Use Consultants to undertake Dundee's Outdoor Access Strategy and further agreed the funding of the external consultants to a total cost of 18,301.30.

 

VIII CYCLE LANE PROVISION - ARBROATH ROAD

 

The Director of Planning and Transportation and the Director of Leisure and Parks submitted Joint Report No 606-2001 outlining the opportunities and the need for cycle facilities on Arbroath Road and Craigie Avenue.

 

The Committee approved the proposals so far as its interest was concerned.
