The minute of meeting of this Committee of 3rd December, 2001 was held as read.

I DUNDEE AND ANGUS STRUCTURE PLAN - FINALISED PLAN

 

There was submitted Report No. 712-2001 by the Director of Planning and Transportation advising of the completion of the preparation of the new Dundee and Angus Structure Plan and seeking approval for its submission to Scottish Ministers.

 

The Committee agreed to:-

 

(a)note the successful completion of the various elements of the consultation exercise undertaken on the Draft Structure Plan, and agree the Council's responses to representations and comments received on the Draft Plan as set out in the Statement of Publicity and Consultation;

 

(b)approve the form and content of the finalised Written Statement which identifies the land use planning strategy guiding development and change in Dundee and Angus up to 2016;

 

(c)approve the form and content of the Report of Survey which contains information supporting the basis from which the development strategy, policies and proposals of the Structure Plan have been developed, including the Dundee Western Gateway Concept Plan and Sustainability Appraisal of the Draft Structure Plan;

 

(d)agree that, subject to detailed editing, the Finalised Dundee and Angus Structure Plan be published for submission to Scottish Ministers and made available for public inspection and objection;

 

(e)note that Angus Council, as joint Structure Plan authority, has already approved the terms of the finalised Dundee and Angus Structure Plan at a meeting of the full Council on 13th December, 2001;

 

(f)refer the finalised Dundee and Angus Structure Plan to the Development Quality Committee as a material consideration in the determination of future planning applications.

 

II SUSTAINABILITY APPRAISAL OF THE DRAFT DUNDEE AND ANGUS STRUCTURE PLAN

 

There was submitted Report No. 708-2001 by the Director of Planning and Transportation advising the Committee of the outcome of the Sustainability Appraisal of the Draft Dundee and Angus Structure Plan and outlining how its recommendations had been reflected in the Finalised Plan.

 

The Committee agreed to:-

 

(a)note the contents of the report and the contribution which the first stage of the Sustainability Appraisal has made to finalising the Structure Plan; and

 

(b)note that the Consultants will be instructed to undertake the second stage Sustainability Appraisal of the Finalised Structure Plan which will assist in the consideration of the submitted plan by the Scottish Ministers in due course.

 

III SCOTTISH EXECUTIVE CONSULTATION DOCUMENT - REMOVING THE SPECIAL PROTECTION OF PRIME QUALITY AGRICULTURAL LAND

 

There was submitted Report No. 777-2001 by the Director Planning and Transportation reviewing the Consultation Document "Removing the Special Protection of Prime Agricultural Land from Development" and this Council's proposed response to the Scottish Executive.

 

The Committee agreed that the comments contained in Appendix 1 to the Report be forwarded to the Scottish Executive in response to its Consultation document.

 

IV WINTER MAINTENANCE OPERATIONAL ISSUES, DUNDEE CITY COUNCIL RAIL NETWORK/TRUNK ROAD NETWORK, 2001/2002

 

There was submitted Report No. 747-2001 by the Director of Planning and Transportation advising of the winter maintenance operational issues with regard to the Trunk Road network within Dundee City Council and its immediate environs for winter 2001/2002.

 

The Committee agreed to

 

(a)approve in principle the agreement to assist the Scottish Executive/BEAR Scotland in emergency circumstances, subject to the operational decision being made at appropriate Manager/Director level, taking into account all the prevailing circumstances and conditional that the Council's priority routes take precedence; and

 

(b)note that the Director of Finance had advised that an indemnity undertaking will require to be clearly articulated to clarify roles and responsibilities under the proposed arrangements. The parties to the agreement are likely to be Dundee City Council/Scottish Executive/BEAR and Tayside Contracts.

 

V CONFERENCE, ASTON UNIVERSITY, BIRMINGHAM

 

It was reported that a Conference was being held on 20th March, 2002 at Aston University in Birmingham on the subject of Implementing Homes Zones, at a cost per person of 110, excluding travel and subsistence.

 

The Committee authorised the attendance of the Depute Convener.
