I DUNDEE SPORTS AND PHYSICAL RECREATION STRATEGY

 

On a reference to Article V of the minute of meeting of this Committee of 17th February 1997 and Article VI of the minute of meeting of this Committee of 16th February 1998, the Director of Leisure and Parks submitted Report No. 514-2000 requesting approval for Dundee's Sport and Physical Recreation Strategy.

 

The Committee approved the strategy as a policy framework to guide the planning, management, improvement and developmental sport in Dundee over the next six years.

 

II CAMPERDOWN PARK WILDLIFE CENTRE - REPLACEMENT SECURITY FENCING

 

The Director of Leisure and Parks submitted Report No. 512-2000 seeking approval to proceed with the second phase of the replacement of Camperdown Wildlife Centre security fence and to accept the offers for the works from the Leisure & Parks DSO and associated sub-contractors.

 

The Committee approved

 

(a) the second phase of the replacement of the Camperdown Wildlife Centre security fence;

 

(b) authorised the Leisure and Parks Department DSO to act as a main contractor for the work, co-ordinating the contributions of each of the sub-contractors at a total cost of 37,003;

 

(c) agreed to accept the offer of 5,588 from RBS Muir for the Berm construction works;

 

(d) agreed to accept the offer of 6,409 from SMS Painters and Decorators as the chosen sub-contractor for painterwork making a total expenditure of 49,000.

III DUNDEE PLAY AREA REPORT 2000

 

The Director of Leisure and Parks submitted Report No. 513-2000 seeking approval of costs for the implementation of Phase One of the above Report 2000.

 

The Committee approved the expenditure of 117,936.22 as undernoted and the Leisure and Parks DSO's nominated suppliers and sub-contractor:-

IV CAMPERDOWN PARK

 

(a) Greater Camperdown - Application For Access Agreement By Tayside Orienteers

 

The Director of Leisure and Parks reported that he had received an application from Tayside Orienteers requesting a 10 year access agreement to Greater Camperdown for the purpose of Orienteering.

 

The Committee agreed to the request on the strict basis that permission for each event planned by the organisation be remitted to the Director of Leisure and Parks for decision and that this would be subject to the normal conditions in respect of insurance arrangements.

 

(b) Application For Use

 

It was reported that an application had been received from Imperial Cancer Research Fund Race for Life 2001 to hold their race in Camperdown Park on Sunday, 17th June 2001.

 

The Committee agreed to the application subject to the organisation meeting the normal conditions in relation to insurance and general arrangements.

 

V DUNDEE SPORTS ASSOCIATION FOR THE DISABLED - APPLICATION FOR GRANT

 

It was reported that an application had been received from Dundee Sports Association for the Disabled (DSAD) in respect of a grant application for 1,000 in order to assist the administration and operation of the association.

 

The Committee approved the grant of 1,000.

 

VI MUSIC FIRST AT THE DUNDEE FLOWER AND FOOD FESTIVAL

 

The Director of Arts and Heritage and the Director of Leisure and Parks submitted Report No. 533-2000 advising the Committee of the co-ordinated provision between the Arts and Heritage and Leisure and Parks Departments for the Dundee Flower and Food Festival from 1st to 3rd September 2000.

 

The Committee noted the terms of the report.

 

VII COUNCIL SPONSORED GOLF COMPETITIONS - REID TROPHY - CAIRD PARK

 

On a reference to Article II of the minute of meeting of this Committee of 6th December 1999, the Committee noted changes to the dates between 12th and 25th August 2000 for the above competitions as follows:-

 

Saturday, 12th and Sunday, 13th August

1.00 p.m. to 3.00 p.m.

Tuesday, 15th August

5.00 p.m. to 6.00 p.m.

Thursday, 17th August

5.30 p.m. to 6.00 p.m.

VIII BAXTER PARK STAGE 2 HERITAGE LOTTERY BID - STAGE 2 AND PROFESSIONAL FEES

 

The Committee approved the expenditure of 9,500 for technical fees based on a quotation from Architectural Services for the Architecture, Quantity Surveying, Project Management and Services and Engineering Services required to complete the Stage 2 Heritage Lottery Application for Baxter Park.

 

IX DUNDEE ICE ARENA - OFFICIAL OPENING

 

The Committee noted that the official opening of the above Arena would take place on 22nd September 2000.

 

X OLYMPIA - APPLICATION FOR USE

 

It was reported that an application had been received from Dundee Heritage Trust regarding a fundraising event on 6th and 7th June 2001 which entailed the running of a zip wire from the Olympia Leisure Centre to the Discovery.

 

The Committee approved the request subject to the organiser meeting the normal conditions relating to insurance and general items and, in particular that the proper risk assessments were carried out to the satisfaction of the Council.

 

XI MILLENNIUM PUBLIC ART PROJECT IN TEMPLETON WOODS

 

The Director of Leisure and Parks submitted Report No. 510-2000 seeking approval for a Millennium Public Art Project in Templeton Woods.

 

The Committee authorised the Director of Leisure and Parks to commence the necessary procedures.

 

XII TENDERS RECEIVED

 

(a) Drumgeith Pavilion - Flat Roof Refurbishment - Tenders

 

The City Architectural Services Officer submitted Report No. 520-2000 giving details of offers received to carry out the above works.

 

The Committee agreed to accept the lowest offer by Dundee Contract Services amounting to 43,462.10 to which required to be added an allowance of 16,500 for professional services and work to high level roof making a total expenditure of 59,962.10.

 

(b) Cox's Park, Lochee - Infill Of Underground Ducts - Tenders

 

The City Engineer submitted Report No. 526-2000 giving details of offers received to carry out the above works.

 

The Committee agreed to accept the lowest offer by Dundee Plant Company Limited amounting to 23,281.70 to which required to be added allowances of 7,000 for non-contract allowances and 3,300 for fees making a total expenditure of 33,581.70.

 

XIII USE OF CASTLE GREEN BY BRITISH RED CROSS, TAYSIDE BRANCH

 

It was reported that a request had been received from the British Red Cross, Tayside Branch to hold a fundraising event at Castle Green on 30th September 2000 involving participants fire-walking on a bed of hot material.

 

The Committee approved the request subject to the organisers meeting the normal conditions relating to insurance and general items and in particular, that the proper risk assessments were carried out to the satisfaction of the Council.

 

The Committee resolved under Section 50 (A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting during discussion of the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 6 and 9 of Part I of Schedule 7(A) of the Act.

 

XIV BROUGHTY ATHLETIC JUNIOR FOOTBALL CLUB - LEASE OF GROUND FOR TRAINING PURPOSES AT DOUGLAS SPORTS CENTRE

 

It was reported that a request had been received from the above Football Club to lease an area of ground for training purposes at Douglas Sports Centre.

 

The Committee agreed to remit to the Director of Economic Development to finalise a lease under the Council's normal terms and conditions.
