The minute of meeting of this Committee of 21st January, 2002 was held as read.

I REVIEW OF RENTS AND OTHER HOUSING CHARGES

 

The Director of Housing submitted Report No 12-2002 setting out the proposed rent and other charges for the financial year 2002/2003.

 

The Committee agreed to the undernoted recommendations:-

 

(i)rents be increased by 1.75 per week on average subject to a maximum increase of 2.50 from 1st April, 2002;

 

(ii)the Service Charge for the Concierge Service be increased by 35p per week from 1st April, 2002;

 

(iii)charges for Car Parking facilities be increased as follows from 1st April, 2002:-

 

Garage Lock Ups by 25p to 6.50 per week

Underground Parking Bay by 10p to 1.50 per week

Garage Sites by 10p to 1.50 per week

 

(iv)where a house is modernised during the year the rent be increased in line with the average increase in Gross Annual Value of all affected properties subject to a maximum of 2.10;

 

(v)the levels of rents held on the Housing Revenue Account be similarly applied to miscellaneous houses and garage sites, subject to categorisation where appropriate.

 

II REVIEW OF CHARGES

 

The Director of Housing submitted Report No 11-2002 seeking authority to review charges for Furnished Accommodation, Multi-Storey Launderettes, Stair Cleaning Charges, Heating Charges at Brington Place Sheltered Housing Development and Status Enquiry Fees, all being effective from 1st April, 2002.

(a) Special Needs (Homeless) Temporary Accommodation

 

To meet the expenditure approved in the Revenue Estimates for 2002/2003 the following charges are proposed:-

(b) Mainstream Furnished Lets

 

It is proposed that the weekly charge for furniture be increased as detailed to cover the increased costs in providing the service. This gives the following charges:-

44.68 (up 1.09)

 

Charges for part-furnished houses are pro-rata to fully furnished according to the cost of the furniture provided.

 

(c) Heating Charges - Brington Place Sheltered Housing

 

It is proposed that the electricity charge for cooking, lighting, heating and hot water provided to the homes of tenants and wardens is increased by 15p per week.

 

(d) Stair Cleaning Charges

 

It is proposed that Stair Cleaning charges be set as follows:-

(e) Multi-Storey Launderettes

 

It is proposed that the charges for Multi-Storey Launderettes be increased to the following:-

 

Auto-Wash

1.50 (up 5p)

Tumble Drier

70p (up 5p)

Cabinet Drier

70p (up 5p)

 

(f) Status Enquiry Fee

 

The fee charged to Banks, Building Societies, etc, for status enquiries will be increased to 29.50.

 

The Committee approved the above changes.

 

III REVIEW OF SHELTERED HOUSING WARDENS SERVICE CHARGE

 

The Director of Housing and the Director of Social Work submitted Joint Report No 49-2002 setting out the proposed Sheltered Housing Wardens Service Charge for the financial year 2002/03.

 

The Committee agreed that:-

 

(a)the Sheltered Housing Wardens Service Charge be increased by 3.10 to 16.72 per week for tenants receiving the Sheltered Housing Wardens Service from 1st April, 2002;

 

(b)the current protection scheme be extended to cover the increase for existing tenants who contributed to the Sheltered Housing Wardens Service Charge.

 

IV TENDERS RECEIVED

 

The City Engineer submitted Report No 85-2002 giving details of offers received for the undernoted contracts:-

 

(a) MILL O'MAINS - ENVIRONMENTAL IMPROVEMENTS

 

The Committee agreed to accept the offer on the basis of the Unit Rate Contract for minor roadworks from Tayside Contracts amounting to 114,684.80 to which required to be added the undernoted allowances, making a total expenditure of 195,000:-

(b) MENZIESHILL ROAD AND PATH REPAIRS 2001

 

The Committee agreed to accept the offer on the basis of the Unit Rate Contract for minor roadworks from Ennstone Thistle amounting to 15,000, to which required to be added allowances of 3,000 for surveys, 5,500 for contingencies, 4,000 for professional fees and 500 for planning supervisor function, making a total expenditure of 28,000.
