The minute of meeting of this Committee of 15th November 2001 was held as read.

 

The Chairman reiterated the Board's policy that regular extensions for public houses be restricted to midnight, unless individual applicants could satisfy the Board that there were exceptional reasons why the policy should not be applied. However, notwithstanding this, the Convener instructed that a review of the late licences for all premises be undertaken and that the review be available for the June meeting of the Board.

 

I MEETINGS OF THE LICENSING BOARD

 

It was agreed that the statutory quarterly meetings of the Licensing Board for 2002/2003 would take place on the following dates:-

 

21st March 2002

20th June 2002

24th October 2002

16th January 2003.

 

II INSPECTIONS OF LICENSED PREMISES

 

There was submitted Report No 55-2002 by the Clerk to the Licensing Board seeking approval for the implementation of a new inspection regime of licensed premises by members of the Board.

 

The Board agreed that the new inspection regime commence with effect from the March 2002 meeting of the Board.

In the case of Application No 4 by Brian Banks in respect of premises at 11 Main Street, the Board, having been advised that the premises were presently closed due to fire damage, granted approval, subject to inspection by Environmental and Consumer Protection prior to the premises reopening.

 

In the case of Application No 14 by Dean Entertainments Limited in respect of premises at 4 Meadowside, the Board, having heard from an agent on behalf of the applicant and from a representative of the Chief Constable, granted approval subject to the following conditions:-

 

A minimum charge for entry to the premises, applicable to persons 18 years of age and over, should be charged. The charge is at present 2.50. This charge shall be fixed by the Licensing Board at its meeting in June of each year for the year beginning 1st July and ending 30th June. The above minimum charge shall not be offset in any way through the issue of complimentary tickets, vouchers or by any other means.

 

In the case of Application No 25 by Allan Myles in respect of premises at 51/53 Meadowside, the Board, having heard from an agent on behalf of the applicant agreed to grant the application.

 

In the case of Application No 30 by Scottish and Newcastle plc in respect of premises at 95 Camperdown Road, the Board, having heard from an agent on behalf of the applicant and from an officer of from Environmental Health and Consumer Protection, agreed to grant the application.
