The minute of meeting of this Committee of 21st January, 2002 was held as read.

I PROCEDURAL ARRANGEMENTS - REVENUE BUDGET 2002/2003

 

It was reported that the undernoted elected members had requisitioned this meeting of the Education Committee in terms of Standing Order No. 49(2) in order that Councillors could determine the procedural arrangements for the Special Education Committee to set the Revenue Budget for the year 2002/2003.

Councillor Sawers seconded by Councillor FitzPatrick moved that Standing Orders No 20(b) and 21 be suspended.

 

As an amendment, the Convener seconded by Councillor Sturrock, moved that Standing Orders No 20(b) and 21 not be suspended.

 

On a division, there voted for the motion - Councillors Richard Beattie, Dawson, Sawers, FitzPatrick, Petrie, Guild, Corrigan, Dave Beattie, Fordyce, Bowes and Borthwick (11); and for the amendment - the Convener, Lord Provost and Councillors Wright, Ward, Presswood, Regan, Farquhar, Sturrock, Glen, Grant, Rolfe, Powrie, Mackie, Wallace, Scott and MacPherson, Dr Patel, Ms E Baillie and Mrs Smith (19) - whereupon the amendment was declared carried.

 

Thereafter, Councillor Corrigan, seconded by Councillor Dave Beattie moved the procedure as set out below in relation to the meeting of the Education Committee to be held on Thursday, 14th February, 2002.

 

(i) The meeting shall commence at 9.30 am.

 

(ii)The Administration shall present their budget as far as it affects the Education Department at this point; any other group or member who wish may also present their budget at this point;

 

(iii)A Recess of 30 minutes shall be held in order to allow scrutiny of the Administration's proposals by the Opposition Councillors and the Non-Elected Members;

 

(iv)The meeting shall recommence in order to allow any other budgets to be presented;

 

(v)A further Recess of up to 30 minutes shall be held, if necessary; and

 

(vi)The recommendations of the Education Committee shall be remitted to the Special Policy and Resources Committee.

 

As an amendment, the Convener seconded by Councillor Grant moved that the procedure for the Education Revenue Budget consideration on 14th February, 2002 be as follows:-

In considering the Report all Political Groups, the Liberal Democrat Member, Independent Member and Non-elected Members must table any savings proposals at the start of the meeting to enable them to be checked for legality and competence. Should any savings be proposed a short recess may be required to enable this process to take place.

 

The Education Committee will then consider all of the proposals and refer them to the Policy and Resources Committee for consideration.
