The minute of meeting of this Committee of 28th January, 2002 was held as read.

I PROCEDURAL ARRANGEMENTS - REVENUE BUDGET 2002/2003

 

It was reported that the undernoted elected members had requisitioned this meeting in terms of Standing Order No 49(2) in order that Councillors could determine the procedural arrangements for the Special Policy and Resources Committee to set the Revenue Budget for the year 2002/2003.

Councillor FitzPatrick, seconded by Councillor Sawers moved suspension of Standing Orders Nos 20(b) and 21.

 

As an amendment Councillor Sturrock, seconded by Councillor Grant moved that the Standing Orders be not suspended.

 

On a division, there voted for the motion - Councillors Richard Beattie, Dawson, Sawers, FitzPatrick, Petrie, Guild, Corrigan, Dave Beattie, Fordyce, Bowes and Borthwick (11); and for the amendment -Lord Provost Letford, Councillors Sturrock, de Gernier, Wright, Ward, Presswood, Regan, Farquhar, Glen, Grant, Rolfe, Powrie, Mackie, Wallace, Scott and Macpherson (16) - whereupon the amendment was declared carried.

 

Thereafter Councillor Sawers seconded by Councillor Dave Beattie moved approval of the procedure set out below in relation to the meeting of the Policy and Resources Committee to be held on Thursday, 14th February 2002.

 

1.The meeting shall follow the Special Education Committee, commencing not earlier than 2.00 pm;

 

2.The administration, and any other Group or members who so wish, shall present their Revenue Budget at this point;

3.A recess of 3 hours shall be held in order to allow scrutiny of the Administration's proposals by the Opposition Councillors;

 

4. The meeting shall recommence in order to allow any other budgets to be presented;

 

5. A further recess of up to 1 hour 30 minutes shall be held, if necessary;

 

6.The recommendations of the Policy and Resources Committee shall be remitted to the Special Finance Committee.

 

As an amendment Councillor Sturrock, seconded by Councillor Grant moved that the procedure for Council Tax setting day on 14th February be as follows:-

Education Committee meets

 

Immediately following Education Committee

The Policy & Resources Committee will consider the City Council's 2002/2003 and 2003/2004 Revenue Budget, as submitted in the Provisional Revenue Budget Volume, along with the Director of Finance's Report and all proposals considered at the Education Committee on 14th February, 2002.

 

All savings proposals must be tabled at the start of the meeting to enable them to be checked for legality and competence. A short recess will be required to enable this process to take place.

 

The Policy & Resources Committee will resolve that the final decision on savings will be remitted to the Special Finance Committee to be considered in conjunction with the Council Tax proposals.

 

After the Policy & Resources Committee ends there will be a period of three hours for all Members to consider each set of savings proposals.

 

On a division, there voted for the motion - Councillors Richard Beattie, Dawson, Sawers, FitzPatrick, Petrie, Guild, Corrigan, Dave Beattie, Fordyce and Bowes (10); and for the amendment - Lord Provost Letford, Councillors Sturrock, de Gernier, Wright, Ward, Presswood, Regan, Farquhar, Glen, Grant, Rolfe, Powrie, Mackie, Wallace, Scott and Macpherson (16) - Councillor Borthwick declining to vote - whereupon the amendment was declared carried.
