I MINUTES OF MEETINGS OF SCHOOL ATTENDANCE SUB-COMMITTEE OF 22ND AND 23RD JANUARY, 2002

 

The minutes of the above meetings (Appendices I and II) were submitted for information.

 

II MINUTE OF MEETING OF TEACHERS JOINT CONSULTATIVE COMMITTEE OF 13TH SEPTEMBER, 2001

 

The minute of the above meeting (Appendix III) was submitted for information.

 

III TENDERS RECEIVED

 

There was submitted Report No. 108-2002 by the City Architectural Services Officer detailing tenders received and requesting a decision on acceptance thereof.

 

(i)FINTRY PRIMARY SCHOOL - PROVISION OF TEMPORARY CLASSROOM UNIT

 

The Committee agreed acceptance of the lowest offer from Wernick Hire Limited for the provision of a temporary classroom unit at Fintry Primary School for the sum of 22,650.00 together with allowances of 13,765.00, giving a total of 36,415.00.

 

IV SCHOOLS PPP - STATUTORY CONSULTATION

 

There was submitted Report No. 138-2002 by the Director of Education seeking approval to prepare and, if Scottish Executive approval to the PPP proposals is received and Committee approval is given, to proceed to publish and consult on the proposals in the event that the Committee is minded to utilise PPP procurement.

 

The Committee agreed to:-

 

(i)remit to the Director of Education to prepare to carry out the statutory and the additional publication and consultation procedure on the PPP proposals contained in paragraph 6.1 of the report and consult on the proposals in terms of the Education (Publication and Consultation etc.) (Scotland) Regulations 1981, and also the additional publication and consultation, and

 

(ii)note that a further report will be brought forward once the decision of the Scottish Executive is known seeking formal authority to proceed with the statutory consultation.

 

In addition the Committee instructed the Director of Education to include the feeder primary schools for St Saviours High School in the informal consultation procedure.

 

V EDUCATION DEPARTMENT STANDARDS AND QUALITY REPORT 2000-2001

 

There was submitted Report No. 151-2002 by the Director of Education bringing to the attention of the Committee the Standards and Quality Report on the Education Department for the period August 2000 to June 2001.

 

The Committee agreed to:-

 

(i) approve the report;

 

(ii) instruct the Director of Education to distribute copies of the report to staff and key

stakeholders in the Education Department; and

 

(iii)instruct the Director of Education to provide further Standards and Quality Reports on an annual basis.

 

VI RETAINING RESERVED PLACES IN SCHOOLS 2002-2003

 

There was submitted Report No. 150-2002 by the Director of Education informing members that in Report No.121-2001 the Committee approved a proposal to retain reserved places in certain schools to accommodate children moving into the catchment area during the school year. The Director of Education was also required to review the allocation of places on an annual basis and the report proposed an allocation of reserved places for session 2002-2003.

 

The Committee agreed to approve the proposals to reserve places in schools as set out in Appendix I of the report.
