The minute of meeting of this Committee of 13th May, 2002 was held as read.

I DRAFT SCHEME FOR OPERATION OF COMMUNITY COUNCILS

 

There was submitted Report No 504-2002 by the Director of Neighbourhood Resources and Development seeking approval for a new Draft Dundee City Council Scheme for the Operation of Community Councils and agreement to proceed with formal public consultation.

 

The Committee approved the following recommendations:-

 

(a) To approve the Draft Scheme as the Draft Dundee City Council Scheme for the Operation of Community Councils. Copies of the Draft Scheme were available in the Members' Lounge.

 

(b) To advertise the Draft Scheme in the local press and invite the public to make representations on any matter relating to its content.

 

(c) To agree that the public consultation period shall be in accordance with the terms of Section 22(3) of the Local Government (Scotland) Act 1994 - ie not less than eight weeks from the date of public notice.

 

II SOCIAL INCLUSION PARTNERSHIP (GEOGRAPHIC) ALLOCATION OF FUNDING 2002/2003

 

There was submitted Report No 494-2002 by the Director of Neighbourhood Resources and Development advising the Committee that he, in conjunction with the Convener and spokespersons for the Major and Minor Opposition Groups, had approved a grant application from Fintry and Mill O'Mains Gala Day for 469 in order to meet costs associated with the Gala Day held on 8th June, 2002. This was to enable urgent works to be progressed.

 

III SOCIAL INCLUSION PARTNERSHIP - ALLOCATION OF RESOURCES 2002/2003

 

There was submitted Report No 505-2002 by the Director of Neighbourhood Resources and Development making recommendations for the further allocation of Social Inclusion Partnership funding 1 and 2 for the financial year 2002/2003.

 

The Committee approved the following recommendations:-

 

(a) To note the outcome of the assessment process and agree to the recommendations contained in Sections 9.1.1, 9.2, 9.3 and Appendix B of the report.

 

(b) To instruct Officers to proceed with the implementation of these proposals and any conditions contained in Appendix B, subject to endorsement of these proposals by the Dundee Partnership Community Regeneration Group at its next meeting on 19th June, 2002.

 

(c) To agree the award of Social Inclusion Partnership 1 and 2 Small Grants as detailed in Appendices D and E of the report.

 

Councillor Petrie declared an interest in this item and took no part in the discussion.

 

IV SOCIETY OF PUBLIC INFORMATION NETWORKS (SPIN)

 

There was submitted Agenda Note AN100-2002 whereby the Committee noted that the Director of Neighbourhood Resources and Development, in consultation with the Depute Convener and spokespersons from the Major and Minor Opposition Groups, had authorised the attendance of the Convener at a prize winning event in Birmingham on 22nd May, 2002 in view of the timescales involved.

 

The Committee noted that Dundee City Council had won one of four national Best Website Awards for the third year in a row. The award for the best website in Scotland was announced at the Annual Conference of the Society of Public Information Networks. All local authority websites in Scotland were judged annually by the Society using strict criteria based on the accessibility and quality of the information content. A silver cup had been presented to Councillor Wright on behalf of the City Council.

 

V PLANNED MAINTENANCE 2002/2003 PHASE 1

 

There was submitted Report No 506-2002 by the Director of Neighbourhood Resources and Development seeking approval for the City Architectural Services Officer to obtain offers, tenders or negotiate partnerships and for the Director of Support Services, in conjunction with the Director of Neighbourhood Resources and Development, to accept these offers/tenders/partnership agreements for Planned Maintenance Works up to a total cost of 125,341 as detailed in Appendix 1 of the report.

 

The Committee approved the following recommendations:-

 

(a) That the City Architectural Services Officer be authorised to obtain offers, tenders or partnership agreements for the Planned Maintenance Works.

 

(b) That the Director of Support Services, in conjunction with the Director of Neighbourhood Resources and Development, be authorised to accept the offers, tenders/partnership agreements as recommended by the City Architectural Services Officer for works to be undertaken by Dundee Contract Services and other contractors.

 

VI DISABLED ACCESS 2002/2003 - ALTERATIONS TO RECEPTION AREA, MENZIESHILL COMMUNITY CENTRE

 

There was submitted Report No 507-2002 by the Director of Neighbourhood Resources and Development seeking authority for the City Architectural Services Officer to obtain offers and tenders to continue the improvement of disabled access to Menzieshill Community Centre up to a total cost of 33,000 and for the Director of Support Services, in conjunction with the Director of Neighbourhood Resources and Development, to accept the offers and tenders recommended by the City Architectural Services Officer.

The Committee agreed that the Director of Support Services, in conjunction with the Director of Neighbourhood Resources and Development, be authorised to accept offers and tenders as recommended by the City Architectural Services Officer.

 

VII BROOKSBANK CENTRE

 

The Committee acceded to a request which had been received for a deputation to address the Committee in support of the proposals. After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.

 

There was submitted Report No 508-2002 by the Director of Neighbourhood Resources and Development seeking approval to lease Brooksbank Neighbourhood Centre to Dundee Anti-Poverty Forum.

 

The Committee approved the transfer of the lease from 1st July, 2002 until 31st March, 2004 with a mutual option to extend until March 2006.

 

VIII NON-RECURRING REVENUE GRANTS FUND 11 2002/2003

 

There was submitted Report No 509-2002 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the Non-Recurring Revenue Grants Fund. The grant would be met from the Department's revenue budget 2002/2003.

 

The Committee approved payment of the recommended grant of 355 to the Menolej Experience.

 

IX INTERNATIONAL YOUTH WORK FUND 2002/2003

 

There was submitted Report No 510-2002 by the Director of Neighbourhood Resources and Development making a recommendation for a grant award from the International Youth Work Fund. The grant award would be met from the Department's revenue budget 2002/2003.

 

The Committee approved payment of the recommended grant of 1,156 to the Wurzburg Youth Exchange Group.
