The minute of meeting of this Committee of 29th October 2001 was held as read.

I FINANCIAL CONTRIBUTION TO TENANTS' INFORMATION SERVICE (TIS)

 

The Committee agreed to make a financial contribution of 2,500 to TIS which could be met from the HRA Revenue Budget.

 

II COMMUNITY ASSOCIATIONS AND GROUPS - ADMINISTRATION GRANTS

 

The Director of Housing reported that the undernoted applications had been received requesting grant assistance towards administration costs for 2000/2001 as undernoted:-

The Committee approved accordingly.

 

III LETTINGS REVIEW

 

On a reference to Article II of the minute of meeting of this Committee of 15th October 2001 the Director of Housing submitted Report No 721-2001 proposing a comprehensive review of the lettings process for Council houses and outlining review, methodology and timescales.

 

The Committee agreed the reconvening of the Convener of Housing's Working Group on Housing Allocations and approved the proposed remit contained in the report.

 

The Committee also approved the political representation as three members of the Majority Group, two members of the Major Opposition Group, one member of the Minority Group, together with the two Independent members, representation from the Dundee Federation of Tenants' Associations (DFTA) and any other Councillors with a specific interest.

 

IV TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 724-2001 giving details of offers received for the undernoted contracts:-

 

(a) Strathmore Street Second Development - 42-46 Strathmore Street - Roof and Render Repairs

 

The Committee agreed to accept the lowest offer by Muirfield (Contracts) Limited, amounting to 67,322.16 to which required to be added an allowance of 6,947 for professional services..

 

(b) GLENESK SHELTERED LOUNGE - PROPOSED EXTENSION

 

The Committee agreed to accept the lowest offer by Forman Construction Limited, amounting to 135,247.54 to which required to be added allowances of 1,031 for Building Warrant, 16,353 for professional services and 681 for structural engineering services, making a total expenditure of 153,312.54.

 

The Committee also noted that Forman Construction Limited had listed the undernoted sub‑contractors:-

Legg Steel, Kirkcaldy Steelwork

Braisby Roofing, Dunfermline Roofing

Onsite, Dundee Flooring

Angus Decorating, Arbroath Painter.

 

(c) MENZIESHILL FOURTH DEVELOPMENT - 2-24 DEVERON TERRACE - INSULATED RENDER

 

The Committee agreed to accept the lowest offer by Andrew Shepherd & Sons Limited, Forfar, amounting to 64,213.55 to which required to be added allowances of 546 for Building Warrant and 6,460 for professional services, making a total expenditure of 71,119.55.

 

The Committee also noted that Andrew Shepherd & Sons Limited had listed the undernoted sub-contractors:-

 

J M Guild, Forfar Plumbing

Instalsat, Dundee T V Aerials.

 

(d) MENZIESHILL SIXTEENTH DEVELOPMENT - ORLEANS PLACE - HEATING INSTALLATION AND ELECTRICAL UPGRADING

 

The Committee agreed to accept a negotiated offer from Dundee Contract Services, amounting to 42,563 to which required to be the undernoted allowances:-

V CHARTERED INSTITUTE OF HOUSING IN SCOTLAND - ANNUAL CONFERENCE AND EXHIBITION - 12TH TO14TH MARCH 2002 - DUNDEE

 

The Committee authorised the attendance of two members of the Majority Group, one member of the Major Opposition Group and one member of the Minority Group, together with any members interested on a day basis.

 

VI HOUSING (SCOTLAND) ACT 1987 - IMPROVEMENT, REPAIRS AND ENVIRONMENTAL GRANTS, HOME LOANSETC

 

Reference was made to the minute of meeting of the Housing Committee of 15th November 1999 when grant expenditure under the Housing (Non HRA) Budget was agreed. It was agreed that the grants approved during September/October 2001 in each of the categories were as follows:-
