I SUPERANNUATION INVESTMENT SUB-COMMITTEE

 

The minute of meeting of the Superannuation Investment Sub-Committee of 19th December 2000, a copy of which is appended hereto, was submitted for information and record purposes.

 

II RELIEF OF RATES - CHARITY RELIEF

 

There was submitted Report No 75-2001 by the Director of Finance seeking authorisation to grant charity relief on the undernoted non-domestic property. The Committee approved accordingly.

III CAPITAL MONITORING

 

After considering Report No 74-2001 by the Director of Finance appraising the members of the latest position regarding the Council's Capital Expenditure Programme for 2000/2001, the Committee noted the contents of the report.

 

IV REVENUE MONITORING 2000-2001

 

There was submitted Report No 71-2001 by the Director of Finance providing members with an analysis of the 2000/2001 Revenue Out-Turn as at 31st December 2000 monitored against the adjusted 2000/2001 Revenue Budget.

 

The Committee instructed the Director of Finance, in consultation with all Chief Officers of the Council, to continue to monitor the Council's 2000/2001 projected Revenue Out-turn and to use his best endeavours to ensure that the final Out-turn for the financial year was as close to the approved Revenue Budget as possible.

 

In addition, the Committee noted that the overall General Fund 2000/2001 projected Revenue Out-turn, as at 31st December 2000, showed an overspend of 44,000 against the adjusted 2000/2001 Revenue Budget and that the Housing Revenue Account projected a 2000/2001 spend in line with budget.

 

V PURCHASE OF COMPUTER SOFTWARE

 

After considering Report No. 96-2001 by the Director of Finance relative to the above subject, the Committee authorised acceptance of the offer from Intec for Business Ltd amounting to 29,150 to supply three software packages, namely, Protos On-line (Manuals), InCase (Fraud Management) and InTime (Fraud to Verification Framework) together with the necessary consultancy, installation and training facilities and approved a licence and support fees amounting to 5,080 per annum, it being noted that the Finance Department would work with Intec and other Councils to develop a marketable procedure manual.

 

VI CIPFA CONFERENCE AND EXHIBITION 2001

 

It was reported that the above Conference and Exhibition would be held in Crieff on 5th and 6th April, 2001.

 

The Committee authorised attendance of one member of the Majority Group, one member of the Major Opposition Group and one member of the Minority Group at an estimated cost excluding travel and subsistence of 395 per delegate.

 

VII COMBINED REMINDER/FINAL NOTICE TO COUNCIL TAX DEBTORS

 

On a reference to the minute of meeting of this Committee of 18th December, 2000, the Committee noted that consultation had now taken place with the relevant groups and approved the original recommendation that the Council now send out a combined reminder/final notice to Council Tax debtors.
