I DEVELOPMENT BRIEF, RIVERSIDE DRIVE - FORMER SAINSBURY HOMEBASE DIY STORE

 

There was submitted Report No 660-2002 by the Director of Planning and Transportation detailing a proposed Development Brief for the above site.

 

The Committee agreed to:-

 

(a)approve the content of the Development Brief detailed in the report;

 

(b)commend the Development Brief to the Development Quality Committee as a material consideration for development control purposes; and

 

(c)remit the Director of Planning and Transportation to engage in consultations with the local Community Council and other interested parties, including owners and tenants.

 

II WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2002/03

 

There was submitted Report No 667-2002 by the Director of Planning and Transportation detailing winter maintenance operations and seeking Committee approval for the proposed winter maintenance policy and level of service for winter 2002/03.

 

The Committee approved the policy and level of service as detailed in the report.

 

III CLAVERHOUSE AMBASSADOR ROUTE, FORFAR ROAD TO KINGSWAY SECTION

 

There was submitted Report No 683-2002 by the Director of Planning and Transportation detailing an offer received for carrying out works on the Claverhouse Ambassador Route, Forfar Road to Kingsway section.

 

The Committee agreed to accept the offer from BEAR Scotland Ltd in the sum of 277,965.70 to which required to be added allowances of 37,034.30 for public utility divisions and contingencies and 33,000 for professional fees, making a total expenditure of 348,000.

 

The Committee also noted the appointment of Tayside Contracts as sub-contractor.

 

IV NORTH BALMOSSIE STREET PROHIBITION OF DRIVING

 

There was submitted Report No 607-2002 by Director of Planning and Transportation considering the implications of the Inquiry carried out by the Scottish Executive Inquiry Reporters' Unit into the objections received to the proposed prohibition of driving in North Balmossie Street.

 

The Committee agreed to accept the recommendations of the Scottish Office Inquiry Unit and to make the Order as advertised but including an exemption for the existing residents of the cottages in Panmurefield Road, who would be issued with keys to unlock the barrier, which will be erected in North Balmossie Street to prevent through traffic from traversing this narrow length of road between Balgillo Road and Panmurefield Road. It was noted that the exemption would only be to the existing householders and on the sale or transfer of ownership of these properties, the exemption would be withdrawn.

 

V NEW ROADS

 

There was submitted Agenda Note AN235-2002 detailing applications for road construction consent.

 

The Committee approved the undernoted applications subject to conditions which have been agreed with the applicant.

Reference was made to Article VIII of the minute of meeting of the Planning and Transportation Committee of 27th May, 2002, wherein it was agreed that the views of members would be invited regarding new street names for the above roads at the time of application for road construction consent, and members were invited to submit suggestions to the Director of Planning and Transportation.

 

It was further agreed that, on satisfactory completion of these roads and, if so requested by the applicants, they be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.

 

VI DUNDEE CITY COUNCIL (NINEWELLS AVENUE, DUNDEE) (WAITING RESTRICTIONS) ORDER 2002

 

There was submitted Agenda Note AN236-2002, making reference to Article I of the minute of meeting of the Planning and Transportation Committee of 28th January, 2002 which instructed and authorised the preparation of an Order to relieve congestion and facilitate the free flow of traffic on Ninewells Avenue.

 

The proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. The Order was duly advertised and two objections were received, one of which was later withdrawn.

 

The Committee agreed to make the Order despite the objection.

 

VII DUNDEE CITY COUNCIL (VARIATION OF ON AND OFF-STREET PARKING REGULATIONS) (SUNDAYCHARGES) ORDER 2002

 

There was submitted Agenda Note AN237-2002, making reference to Article I of the minute of meeting of the Policy and Resources Committee of 14th February, 2002 which instructed and authorised the preparation of an Order to introduce Sunday charging in the Off-Street Car Parks Order to increase revenue on what has become a major shopping day.

The proposed Order was duly drafted and during the statutory consultation, comments were received from the Chief Constable. However, on 26th August, 2002 the Planning and Transportation Committee authorised publication of the Order as drafted. The Order was duly advertised and five objections were received.

 

The Committee agreed to make the Order as advertised.

 

VIII PUBLIC TRANSPORT FUND BIDS

 

There was submitted Agenda Note AN238-2002, advising that the Scottish Executive had announced that this year was to be the fifth and final round of the Public Transport Fund (PTF).

 

It was reported that Dundee City Council had made two bids to the PTF this year with a joint value of 7.14 million. One is a bid to the Preparation Pool for a Public Transport Review to provide a 30 year vision for the City.

 

The second bid, with the support of the local bus operators, is 'SMART BUS - Informing the Journey', which seeks to implement an extensive, city-wide renewal of bus stop facilities.

 

The Committee noted that these bids had been made, and a full report would be submitted to Committee for approval should the bids be successful.
