I CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda note AN269-2002 by the Director of Environmental and Consumer Protection on Notices which had been served on the owners of the undernoted properties requiring works to be carried out.

 

55-63 Strathmartine Road, Dundee - the southmost rainwater downpipe at the front of the building is leaking, causing rainwater to soak the corner of the building and penetrate into the front bedroom of the flat at 3/1.

The Committee authorised the Director to carry out the works should the owners not comply within the timescale allowed in the Notices.

 

II BALDOVIE INCINERATOR

 

(a) MINUTE OF MEETING OF 11TH SEPTEMBER 2002

 

The Committee noted the minute of meeting held on 11th September 2002 regarding the Baldovie Incinerator.

 

(b) HEALTH STUDY - STAGE III

 

On a reference to Article I of the minute of meeting of this Committee of 19th March, 2001 there was submitted Report No 737-2002 by the Director of Environmental and Consumer Protection on the outcome of the Stage III Report on the Baldovie Health Study.

 

The Committee agreed that the findings of the report be accepted and acknowledged that this would represent the conclusion of the City Council's actions on this issue.

 

III THE FOOD SAFETY AND STANDARDS SERVICE DELIVERY PLAN 2002-2003

 

There was submitted Report No 766-2002 by the Director of Environmental and Consumer Protection on the proposed adoption of the Food Safety and Standards Service Place 2002-2003 as required by the Food Standards Agency.

 

The Committee agreed that the Food Safety and Standards Service Plan 2002-2003 be approved.

 

IV FINALISED TAYSIDE AREA WASTE PLAN

 

There was submitted Joint Report No 703-2002 by the Director of Environmental and Consumer Protection and the Director of Planning and Transportation advising of the key provisions of the draft Finalised Area Waste Plan for Tayside and seeking agreement to the plan prior to submission to the Scottish Executive. The report also described the progress made on the Plan since it was last brought to this Committee's attention and outlined the next steps in the Area Waste Planning process. The report also sought agreement in principle for the submission of a joint bid for funding from the Strategic Waste Fund.

 

The Committee agreed:-

 

(a) that the Finalised Area Waste Plan be agreed;

 

(b) that the relevant provisions of the Finalised Area Waste Plan be reflected in the Dundee Local Plan Review;

 

(c) that the Area Waste Plan be commended to the Development Quality Committee as a material consideration in determining relevant planning applications;

 

(d) the submission of a joint bid to the Strategic Waste Fund with the other local authority partners to secure funding for recycling initiative involving the provision of infrastructure for the collection of material suitable for composting be agreed in principle;

 

(e) that it be remitted to the Director of Environmental and Consumer Protection to report back in due course to the Committee with details of a joint bid; and

 

(f) that it be remitted to the Director of Environmental and Consumer Protection to bring forward further reports to the Environmental and Consumer Protection detailing arrangements for implementation of the plan as these are agreed by the area Waste Group.

 

V PURCHASE OF SHREDDING AND SCREENING MACHINES

 

There was submitted Report No 752-2002 by the Director of Environmental and Consumer Protection seeking authority to purchase one shredding machine and one screening machine for use at Baldovie Waste Recycling Plant within Environmental Consumer Protection Department.

 

The Committee agreed to accept the offer from Wilkie Recycling Systems amounting to 154,345 for the shredding machine and the offer from Waste Mechanics Limited, Suffolk amounting to 39,910 for the screening machine.

 

VI PURCHASE OF WORKSHOP EQUIPMENT

 

There was submitted Report No 753-2002 by the Director of Environmental and Consumer Protection seeking authority to enter into leasing arrangements for one hydraulic ramp, one trolley crane, 1 sheet metal guillotine and one floor scrubber for use in the Marchbanks Vehicles Workshops within the Environmental and Consumer Protection Department.

 

The Committee agreed to accept the undernoted offers:-

 

(i) Hydraulic Ramp ? Stertil UK Ltd, Northampton;

 

(ii) Trolley Crane ? Demag Cranes & Components, Oxon;

 

(iii) Guillotine ? Morgan Rushworth Ltd, West Midlands; and

 

(iv) Floor Scrubber ? Alpha Plus, West Lothian.

 

VII MARCHBANKS DEPOT DRYING ROOM, TENDERS RECEIVED

 

There was submitted Report No 761-2002 giving details of tenders received for Marchbanks Drying Room requesting a decision on the acceptance thereof.

 

The Committee agreed to accept the offer received from Dundee Contract Services amounting to 6,928.50 for the installation of heating and ventilation to the drying room and formation of a new door to the boiler room.
