I MINUTES
(i) ADVISORY COMMITTEE (SOCIAL WORK) OF 5TH JUNE 2000 AND 4TH SEPTEMBER 2000
The above minutes were submitted and noted, copies of which are appended hereto (Appendix I and II).
(ii) REGISTRATION AND CASES SUB-COMMITTEE OF 6TH FEBRUARY 2001
The above minute was submitted and noted, a copy of which is appended hereto (Appendix III).
(iii) CHILD PROTECTION ISSUES SUB-COMMITTEE OF 31ST JANUARY 2001 AND 14TH MARCH 2001
The above minutes were submitted and noted, copies of which are appended hereto (Appendix IV and V).
II ADULTS WITH INCAPACITY (SCOTLAND) ACT 2000 - CODES OF PRACTICE
There was submitted Report No 123-2001 by the Director of Social Work advising members of the Codes of Practice issued to Local Authorities by the Scottish Executive for comment and to raise awareness about the implications for the Local Authority from the Adults with Incapacity (Scotland) Act 2000.
The Committee agreed to:-
(i) note and approve the contents of the report; and
(ii) instruct the Director of Social Work to compile a report detailing the arrangements required to implement the Act.
III FOSTER CARE STRATEGY AND FAMILY PLACEMENT FINANCIAL ALLOWANCES
There was submitted Report No 192-2001 by the Director of Social Work detailing summary information on a foster care strategy for the City and seeking approval for proposals for the annual increase in Fostering Allowances.
The Committee agreed to:-
(i) note and approve the contents of the report; and
(ii) approve the proposals for the annual increase in Fostering Allowances as detailed in Appendix 2 to the report.
IV PAYMENTS FOR SERVICES PROVIDED BY VOLUNTARY BODIES
There was submitted Report No 191-2001 by the Director of Social Work detailing the recommended payments for services provided by voluntary organisations for 2001/2002.
The Committee agreed the payments to voluntary organisations listed in Appendix 1 at the levels outlined, subject to the Director of Social Work remaining satisfied that the service provided meets the service specification.
Councillor Petrie declared an interest in this item and took no part in the discussion thereof.
V REGISTRATION/INSPECTION OF DAY CARE PROVISION FOR CHILDREN UNDER EIGHT
There was submitted Report No 193-2001 by the Director of Social Work advising the Committee of future changes in relation to Registration and Inspection Services and to propose a new operational structure in preparation for these changes.
The Committee agreed to approve the change in management arrangements in relation to Early Years Registration and Inspection, as detailed in the report.
VI CONFERENCE - "LONG TERM CARE FOR THE ELDERLY - PLANNING FOR CHANGE"
It was reported that the Carers National Association Scotland would hold the above conference in Edinburgh on Monday, 26th March 2001.
The Committee authorised attendance of one member of the Majority Group and one member from the Opposition at an estimated cost, excluding travel and subsistence, of 240 per delegate.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it might lead to the disclosure of exempt information as defined in Paragraph 3 of Part I of Schedule 7A of the Act.
VII REGISTRATION OF RESIDENTIAL AND OTHER ESTABLISHMENTS
There was submitted Report No 166-2001 by the Director of Social Work seeking approval for two proposed variations to a Conditions of Registration for Residential Establishments.
The Committee agreed to approve the applications for variation as detailed in the report.
