I MINUTE OF MEETING OF PERSONNEL APPEALS SUB-COMMITTEE OF 4TH NOVEMBER 2002

 

The minute of meeting of the Personnel Appeals Sub-Committee of 4th November 2002, a copy of which is appended hereto, was submitted for information.

 

II INFORMATION TECHNOLOGY DEPARTMENT - MERGER OF IT AND FINANCE COMPUTER OPERATIONS SECTIONS

 

There was submitted Report No 787-2002 by the Director of Personnel and Management Services recommending the merger of the Finance Department's and Information Technology Division's Computer Operations Sections into a single Computer Operations Section within the Information Technology Division.

 

The Committee approved:-

 

(i) the merger of the existing Computer Operations Sections in the Finance Department and the Information Technology Division into one, located within the Information Technology Division;

 

(ii) the establishment of one post of IT Operator, GS3/AP1 (13,124 - 14,618) and one post of Senior IT Operator, AP2 (14,984 - 16,217) in the Information Technology Division;

 

(iii) the deletion of the following posts in the Finance Department -

 

1 x Operators Controller, AP5/PO4 (21,536 - 25,976)

1 x Senior Computer Operator, AP2 (14,984 - 16,217)

1 x Computer Operator, GS1/3 (9,680 - 13,664); and

 

(iv) the early retirement of the present IT Operations Team Leader (ER 5/02) on the grounds of the efficiency of the service on 31st March 2003, in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998, with maximum benefits in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) Regulations 1998.

III BETTER NEIGHBOURHOOD SERVICES FUND - STAFFING

 

There was submitted Joint Report No 785-2002 by the Director of Neighbourhood Resources and Development and the Director of Personnel and Management Services seeking approval to appoint one Neighbourhood Assistant into each of the two pilot localities (Kirkton and Hilltown) to assist with the delivery of the Co-ordinated Neighbourhood Management Initiative which is funded by the Better Neighbourhood Services Fund.

 

The Committee approved the establishment of two full-time posts for a fixed period ending 31st March 2005 graded AP2 (14,984 - 15,217).

 

IV PERSONNEL AND MANAGEMENT SERVICES DEPARTMENT - REAPPOINTMENT OF EMPLOYEE AS MEMBER OF THE EMPLOYMENTTRIBUNALS (SCOTLAND)

 

There was submitted Agenda Note AN310-2002 advising the Committee that Jennifer Jamieson, Personnel Team Leader, had been reappointed as a member of the Employment Tribunals (Scotland) and would require to attend up to two days' training and up to fifteen days' tribunal hearings each year.

 

The Committee agreed that Ms Jamieson be permitted to continue in this role.

 

V EDUCATION DEPARTMENT - EARLY RETIREMENT

 

There was submitted Agenda Note AN311-2002 requesting that the Committee agree that ER6/02, Senior Nursery Nurse within the Education Department, retire voluntarily from Dundee City Council with effect from 10th December 2002, in accordance with Regulation 30 of the Local Government Pension Scheme (Scotland) Regulations 1998.

 

The Committee approved this proposal, having noted that the "Strain on the Fund" payment which the Education Department is required to make to the Tayside Pension Fund for Early Retirement is 21,500 and could be met from the Education Department's Revenue Budget 2002/2003.

 

The Committee resolved, under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in Paragraphs 1 and 6 of Part I of Schedule 7A of the above Act.

 

VI EARLY RETIREMENTS - SENIOR MANAGEMENT

 

There was submitted Agenda Note AN317-2002 recommending the early retirement of two officers.

 

The Committee approved the early retirement of the two officers detailed in the note on the grounds of the efficiency of the service effect from 31st March 2003, in accordance with the Local Government Pension Scheme (Scotland) Regulations 1998.
