I ARDLER, CAMPERDOWN AND NORTHERN COUNTRYSIDE ROUTES - PATHS FOR ALL INITIATIVE

 

On a reference to Article I of the minute of meeting of the Leisure Services Committee of 20th September, 1999 the Director of Leisure and Arts submitted Report No. 73-2003 seeking approval for British Trust for Conservation Volunteers (BTCV) to undertake three path projects as part of Dundee's Paths for All Initiative.

 

The Committee approved (a) the offer from the British Trust for Conservation Volunteers to undertake three path projects at a cost of 48,514.62 as part of a partnering agreement with Dundee City Council and (b) further allowances for fees and contingencies to the amount of 7,485.38 giving an overall expenditure of 56,000.

 

II CYCLING FOR ALL AT CAMPERDOWN COUNTRY PARK

 

On a reference to Article VI of the Leisure and Arts Services Committee of 16th December, 2002 the Director of Leisure and Arts submitted Report No. 74-2003 seeking approval to purchase bicycles for the Cycling for All at Camperdown Country Park project.

 

The Committee authorised (a) the purchase of standard bicycles from Alpine Bikes at a total cost of 4,058.59 and (b) the purchase of adapted bicycles from Nicholson's Cyclelife at a total cost of 5,245.

 

III SUPPLY OF BOWLING GREEN GRASS MAINTENANCE MACHINES

 

The Director of Leisure and Arts submitted Report No. 66-2003 requesting approval for the purchase of bowling green grass maintenance machinery for the Leisure and Arts Department.

 

The Committee agreed to accept the undernoted offers:-

 

(a) Allan Gammie/Campmuir, Forfar - 2 Allet Aztecs - 8,000

(b) Henderson Grass Machinery, Haddington - 3 Dennis FT610 - 11,955

Total 19,955

 

IV DRAFT GUIDANCE FOR SCOTTISH LOCAL AUTHORITIES ON THE IMPLEMENTATION OF THE NATIONAL CULTURAL STRATEGY

 

The Director of Leisure and Arts submitted Report No. 70-2003 which considered Dundee City Council's response to the Draft Guidance for Scottish Local Authorities on Implementation of the National Cultural Strategy.

 

The Committee agreed to remit to the Director of Leisure and Arts to submit the response contained in paragraph 7 of the Report to the Scottish Executive.

 

V TENDERS RECEIVED

 

There was submitted Report No. 38-2003 by the City Architectural Services Officer giving details of offers received for the undernoted contracts:-

 

(a) LOCHEE SWIMMING POOL - ACCESS IMPROVEMENTS

 

The Committee agreed to accept the lowest valid offer from Muirfield (Contracts) Limited amounting to 25,800.36 to which required to be added allowances of 378 for building warrant and 4,413 for professional services making a total expenditure of 30,591.36.

 

The Committee also noted that Muirfield (Contracts) Limited had listed the undernoted Sub-Contractors:-

 

Alliance Electrical Services, Forfar - Electrical

Dorma Entrance Systems Limited, Herts - Automatic Door

Arjo Limited, Gloucester - Pool Hoist

 

(b) DAWSON PARK CHANGING ROOMS - RENEWAL OF HOT WATER CYLINDERS

 

The Committee agreed to accept the lower offer by Taylor Mechanical Services Limited amounting to 11,087.10 to which required to be added an allowance of 1,870 for professional services making a total expenditure of 12,957.10.

 

VI CAMPERDOWN COUNTRY PARK - APPLICATION FOR USE - DUNDEE MILITARY SHOW

 

There was submitted Agenda Note AN38-2003 informing the Committee that a request had been received from the Armed Forces Careers Office to provide a Military Show at Camperdown Country Park on 29th June, 2003.

 

The Committee approved the event and remitted to the Director of Economic Development to enter into a lease agreement on condition that the event would be subject to the necessary insurances being provided indemnifying the Council against damage to property, injury or loss of life etc to members of the public and in addition, to any services being provided by the department being paid for by the applicant. The Committee also noted that an acceptable risk assessment would require to be forwarded and approved by the relevant Council Officer prior to the event going ahead.

 

VII DISC - REPLACEMENT PITCH LIGHTS

 

There was submitted Agenda Note AN39-2003 advising that the majority of the bulbs of the floodlights at the outdoor pitches at DISC had reached their recommended lifespan and replacing them ad hoc was not cost effective.

 

The Committee agreed to accept the offer received from the specialist supplier, DC Lighting Services Limited, for the supply and replacement of all bulbs at a cost of 4,200 ensuring a lifespan of five years.

 

VIII MEMBERSHIP OF THE ASSOCIATION OF SCOTTISH VISITOR ATTRACTIONS

 

There was submitted Agenda Note AN40-2003 advising that the Association of Scottish Visitor Attractions (ASVA) was a trade organisation representing the visitor attractions sector within Scottish Tourism.

 

In view of the responsibility for key local visitor attractions including Olympia, Camperdown Wildlife Centre, McManus Galleries, Broughty Castle, Mills Observatory, Lochee Leisure Centre and Caird Hall and the seasonal facilities, the Committee agreed to take up membership at a cost of 650 plus VAT.

 

IX MILL O'MAINS TENNIS COURT FLOODLIGHTING

 

There was submitted Agenda Note AN41-2003 advising that the Department had been approached by the Mill O'Mains Residents Association in respect of an initiative to provide floodlighting to the tennis courts within Mill O'Mains park, the capital expenditure being met entirely from the Mill O'Mains Residents Association with the funding also paying the electricity cost within the Department's revenue budgets for the next five years.

 

The Committee approved the Residents Association's initiative and agreed to adopt the floodlighting system.
