The minute of meeting of this Committee of 17th February, 2003 was held as read.

I BROUGHTY FERRY BEACH MANAGEMENT PLAN

 

The Director of Leisure and Arts submitted Report No 213-2003 advising the Committee of the setting up of a Beach Management Group for Broughty Ferry Beach and seeking approval to develop a Beach Management Plan.

 

The Committee remitted to the Director of Leisure and Arts to develop the Plan and report the contents to this Committee at a later date.

 

II PLAY AREAS IMPROVEMENTS - PHASE 4

 

On a reference to Article III of the minute of meeting of the Leisure Services Committee of 19th June, 2000, the Director of Leisure and Arts submitted Report No 228-2003 requesting approval for Phase 4 of the Play Area Improvements Programme.

 

The Committee approved Phase 4 of the Programme.

 

III BROUGHTY FERRY YELLOW AND BLUE FLAG INITIATIVE

 

On a reference to Article X of the minute of meeting of this Committee of 16th December, 2002, the Director of Leisure and Arts submitted Report No 231-2003 seeking approval for the construction of a Lifeguard Station based in the Cafe building at Broughty Ferry Beach and the purchase of deck chairs, wind breaks and signage required for the yellow flag initiative.

 

The Committee agreed to accept:-

 

(a)The offer of 1,275 from Ritchie Dagen & Allen, Chartered Architects to provide architectural services for the conversion of the eastern portion of the former Bathing Shelter.

 

(b)The offer of 1,079 from Southsea Deckchairs, Portsmouth for the supply and delivery of 30 traditional deck chairs and 15 wind breaks and

 

(c)The offer of 704.40 from Tayside Contracts for the supply and erection of Brown Tourist Directions Signs.

IV DUNDEE FLOWER AND FOOD FESTIVAL 2003 - HIRE, ERECTION, AND DISMANTLING OF FRAME TENTS,MARQUEES AND OTHER ITEMS

 

The Director of Leisure and Arts submitted Report No 233-2003 requesting approval for the hire, erection and dismantling of frame tents, marquees and other items for the above Festival.

 

The Committee agreed to accept the most advantageous offers from the undernoted suppliers:-

 

(a)Frame Tents excluding the hospitality marquee, the offer from Field & Lawn (Marquees) Limited, Greenock amounting to 31,107.50.

 

(b)For the hospitality marquee and all the traditional marquees, the offer from Allison-Gray amounting in total to 1,727.00.

 

(c)For the hire of tables and chairs, the offer from Purvis Marquees, Edinburgh amounting in total to 1,610.00.

 

V GRANT - GENERATOR

 

The Director of Leisure and Arts submitted Report No 225-2003 requesting grant funding to Generator.

 

The Committee approved support of 7,000.

 

VI GRANT - DUNDEE DANCE PARTNERSHIP

 

The Director of Leisure and Arts submitted Report No 226-2003 requesting that the Committee award a grant to Dundee Dance Partnership to further develop dance in Dundee.

 

The Committee approved support of 11,000.

 

VII GRANT - ALT - W (DIGITAL MEDIA CREATIVE PRODUCTION FUND)

 

On a reference to Article IV of the minute of meeting of the Arts and Heritage Committee of 21st May, 2001, the Director of Leisure and Arts submitted Report No 227-2003 requesting grant funding to

Alt-w, Digital Media Creative Production Fund.

 

The Committee approved support of 5,000.

 

VIII GRANT - DUNDEE GUITAR FESTIVAL

 

The Director of Leisure and Arts submitted Report No 229-2003 requesting that the Committee award a grant to the above Festival to develop and stage the Festival at the Caird Hall during the period 23rd to 27th July, 2003.

 

The Committee approved support of 3,000 for the Programme of activities throughout the year.

 

IX GRANT SCHEMES AND PAYMENTS TO THIRD PARTIES - SHORT COURSES

 

The Director of Leisure and Arts submitted Report No 230-2003 informing the Committee of Short Courses Grants awarded during the period April 2002 to March 2003 to Leisure and Arts individuals.

 

The Committee noted the payment of 400 for the grants detailed in the appendix to the Report.

 

X THE SCOTTISH PHOTOGRAPHIC FEDERATION CENTENARY EXHIBITION

 

The Director of Leisure and Arts submitted Report No 232-2003 advising the Committee of the forthcoming exhibition "The Scottish Photographic Federation: The First Hundred Years" and its supporting programme.

 

The Committee noted the contents of the report.

 

XI DUNDEE CONTEMPORARY ARTS LTD: REVENUE SUPPORT2003-2004

 

The Director of Leisure and Arts submitted Report No 234-2003 requesting renewal of revenue funding to Dundee Contemporary Arts Ltd for the year 2003/2004.

 

The Committee approved the level of grant funding amounting to 250,000 as set out in the Report.

 

XII DUNDEE REPERTORY THEATRE MAIN HOUSE - REVENUE SUPPORT 2003-2004

 

The Director of Leisure and Arts submitted Report No 235-2003 requesting renewal of revenue funding to Dundee Repertory Theatre Main House for 2003/2004.

 

The Committee approved the level of grant funding amounting to 314,000 as set out in the Report.

 

XIII DUNDEE REPERTORY THEATRE COMMUNITY DRAMA DEPARTMENT - REVENUE SUPPORT 2003-2004

 

The Director of Leisure and Arts submitted Report No 248-2003 requesting renewal of revenue funding to Dundee Repertory Theatre Community Drama Department for 2003/2004.

 

The Committee approved the level of grant funding amounting to 18,728 as set out in the Report.

 

XIV SCOTTISH DANCE THEATRE, REVENUE SUPPORT 2003-2004

 

The Director of Leisure and Arts submitted Report No 249-2003 requesting renewal of revenue funding to Scottish Dance Theatre for 2003/2004.

 

The Committee approved the level of grant funding amounting to 21,900 as set out in the Report.

 

XV DUNDEE CITY SPORTS COUNCIL GRANT AWARD

 

Reference was made to Article II of the minute of meeting of the Leisure Services Committee of 16th December 1996. The Director of Leisure and Arts submitted Agenda Note AN145-2003 reporting that the amount of grants approved from 1st April 2001 to 31st March 2002 was 4,656.28 and requesting that 4,000 be allocated to Dundee City Sports Council for Grant Aid administration for the year 2002/2003.

 

The Committee approved accordingly.

 

XVI DUNDEE CITY DISABILITY SPORTS GRANT AWARD

 

There was submitted Agenda Note AN146-2003 detailing a request for a grant from Dundee City Disability Sport (DCDS) for 1,000.

 

The Committee approved accordingly.

 

XVII VISUAL ARTISTS AWARD

 

On a reference to Article I of the minute of meeting of the Arts and Heritage Committee of 15th May 2000, the Director of Leisure & Arts submitted Agenda Note AN147-2003 asking the Committee to amend point 6.7: "Grants up to a maximum of 500 are available and the Awards panel will reserve the right to offer a different amount of money to that requested" to "Grants up to a maximum of 500 are available and the Awards panel will reserve the right to offer a different amount of money to that requested. The Panel also reserve the right to make a single award of 1,000 to an outstanding applicant from either of the two rounds of annual awards".

 

The Committee approved accordingly.

 

XVIII THE McMANUS GALLERIES PURCHASE PRIZE, RSW EXHIBITION

 

There was submitted Agenda Note AN148-2003 reporting that 2003 was the second year that the annual RSW exhibition had been hosted at McManus Galleries. from 2nd February to 16th March, 2003 and that by arrangement with the RSW a special purchase prize was offered, whereby the Galleries bought a painting of their choice from the exhibition.

 

This year's new acquisition was "Evening Haven" by Chris Bushe, RSW and this purchase which had received 50 per cent grant aid from the National Collections Fund was in line with the Museum's policy of acquiring high quality examples of contemporary Scottish Art.

 

The Committee approved and noted that the net cost of the painting was 100,000 which had been entirely offset by income from the Exhibition sales.

 

XIX BALGAY HILL, APPLICATION FOR USE

 

There was submitted Agenda Note AN149-2003 advising that a request had been received from Balgay Parish Church for permission to use the area of ground for an Easter Morning Service on Easter Sunday, 20th April 2003 from 8.00 am to 8.30 am.

 

The Committee agreed that permission be granted for the use of the area subject to the necessary insurances indemnifying the Council against damage to property, injury or loss of life etc to members of the public and in addition, any services being provided by the Department being paid for by the applicant.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

XX ADVERTISING - SPORTS AND LEISURE CENTRES

 

There was submitted Agenda Note AN150-2003 advising that tenders had been sought for sources of advertising revenue throughout City Council owned land and properties and an interested party had submitted an offer solely relating to advertising within sports and leisure centres.

 

The Committee agreed that the Council enter into a 5 year contract with the interested party for the provision of advertising within City Council owned sports and leisure centres on the terms and conditions detailed in the Agenda Note.

 

XXI LEASE OF BATHING SHELTER, ESPLANADE, BROUGHTY FERRY

 

There was submitted Agenda Note AN151-2003 advising that the current tenant had applied for an extension to the existing lease in order to carry out refurbishment work to the property to create a cafe/restaurant while excluding an area of the Bathing Shelter in order that the Council could create a Lifeguard Station in connection with the Council's bid for "Blue and Yellow Flag Status" for Broughty Ferry Beach.

 

The Committee approved the provisional agreement as detailed in the Agenda Note.

 

XXII LEASE OF 0.94 HA GROUND AT LONGHAUGH TERRACE - MURRAYFIELD ALLOTMENT ASSOCIATION

 

There was submitted Agenda Note AN152-2003 giving details of a provisional agreement on a new Lease for the above ground.

 

The Committee approved the provisional agreement and remitted to the Director of Economic Development to conclude formalities.

 

XXIII LEASE OF FORMER TENNIS PAVILION, BAXTER PARK, DUNDEE

 

There was submitted Agenda Note AN153-2003 relative to a request for a lease of the former Tennis Pavilion at Baxter Park.

 

The Committee approved the provisional agreement as detailed.
