I LITERACIES ACTION PLAN - ALLOCATION OF RESOURCES 2003/2004

 

There was submitted Report No 280-2003 by the Acting Director of Neighbourhood Resources and Development making recommendations for the allocation of resources to Community Learning Partners in order that they could deliver on the key elements contained in the Literacies Action Plan which was approved by the Scottish Executive in April 2002.

 

The Committee agreed to the allocation of Literacies Action Plan funding 2003/04 as approved by the Community Learning Partnership, Literacies Sub-Group as detailed in paragraph 6.4 of the report.

 

II SOCIAL INCLUSION PARTNERSHIP I - ALLOCATION OF RESOURCES 2002/2003

 

There was submitted Report No 269-2003 by the Acting Director of Neighbourhood Resources and Development advising the Committee that, in accordance with the Scheme of Delegated Powers, the Acting Director of Neighbourhood Resources and Development, in consultation with the Convener and appropriate spokespersons from the Major and Minor Opposition Groups, had approved four awards to be made from the Social Inclusion Partnership I in view of the timescales involved.

 

The awards were as follows:-

III SOCIAL INCLUSION PARTNERSHIP I - SMALL GRANTS FUND 2003/2004

 

There was submitted Report No 290-2003 by the Acting Director of Neighbourhood Resources and Development making a recommendation for the allocation of a small grant under the Social Inclusion Partnership I programme for the financial year 2003/2004.

 

The Committee approved payment of the recommended small grant of 2,299 to Older People Engaging Needs.

 

Councillor Petrie declared an interest in this item.

 

IV GRANT AWARDS UP TO £500, 2002/2003

 

There was submitted Report No 265-2003 by the Acting Director of Neighbourhood Resources and Development detailing awards up to the value of 500 that were made during the financial year 2002/2003.

 

The Committee noted the payments as detailed in the report.

 

V ADULT LEARNERS WEEK 2003

 

There was submitted Agenda Note AN170-2003 advising that Adult Learners Week 2003 would be held between 10th and 16th May when a varied programme of events would be held.

 

The Committee agreed to release 1,000 from the Neighbourhood Resources and Development Adult Education Support Fund as a contribution towards the cost of events and functions relating to Adult Learners Week 2003.

 

VI ADULT EDUCATION SUPPORT FUND 2002/2003

 

There was submitted Agenda Note AN171-2003 advising that during the period from April 2002 to March 2003 a total of 7,250.59 had been awarded to support adult learning in the community.

 

The awards had been allocated as follows:-

 

(a)

Support to Adult Education Associations :

1,350.00

 

 

 

(b)

Support to Community Groups to maintain local learning initiatives:

3,805.50

 

 

 

(c)

Support to individuals undertaking part-time accredited vocational courses of study where individuals were experiencing disadvantage and where funding was unavailable from other sources:

1,366.47

 

In all cases, individuals were either not working or in low paid part-time work and would have experienced difficulty in undertaking or continuing with vocational courses of study, in many cases representing a first step of vocation.

VII GUIDANCE AND LEARNING - ALLOCATION OF EUROPEAN SOCIAL FUND RESOURCES (ESF)

 

There was submitted Report No 304-2003 by the Acting Director of Neighbourhood Resources and Development requesting the Committee to note the approval of ESF monies for the delivery of Adult Guidance and Learning for the period March 2003 - March 2004.

 

The Committee approved the following recommendations:

 

(a) To note the allocation of new funding as set out in paragraph 3.1 of the report.

 

(b) To note the approval of the application submitted by the Neighbourhood Resources and Development Department to the Scottish European Social Fund Objective 3 Programme, the objectives of which were to promote increased access to adult guidance learning. This approval covered the period March 2003 - March 2004.

 

(c) To note that this would result in an additional allocation of 81,109 to the Neighbourhood Resources and Development Department budget which would be used to contract adult guidance learning workers.

 

(d) To authorise the Acting Director to contract existing and new staff on a sessional basis to ensure achievement of project outcomes.

 

VIII NATIONAL ORGANISATIONS FUND I 2003-2004

 

There was submitted Report No 268-2003 by the Acting Director of Neighbourhood Resources and Development making a recommendation for a grant award from the National Organisations Fund. The grant award would be met from the Department's revenue budget 2003/2004.

 

The Committee approved payment of the recommended grant of 1,470 to the Scottish Human Rights Centre (formerly the Scottish Council for Civil Liberties).

 

IX NON-RECURRING REVENUE GRANTS II 2003/2004

 

There was submitted Report No 275-2003 by the Acting Director of Neighbourhood Resources and Development making recommendations for grant awards from the Non-Recurring Revenue Grants Fund. The grant awards would be met from the Department's revenue budget 2003/2004.

 

The Committee approved payment of the recommended grants as follows:-
