The minute of meeting of this Committee of 21st April 2003 was held as read.

I SOCIAL INCLUSION PARTNERSHIP - CONFIRMATION OF FUNDING 2003/2004 AND ALLOCATION OFRESOURCES AND SMALL GRANTS 2003/2004

 

There was submitted Report No 333-2003 by the Acting Director of Neighbourhood Resources and Development noting the allocation of funding for SIP 1 and SIP 2 from Communities Scotland and making recommendations for the allocation of SIP 1 and SIP 2 funding for the financial year 2003/2004. The report also covered the transfer of SIP 2 Core budget of 16,498 to small grants and made recommendations for the allocation of resources for 2003/04 from the Empowering Communities monies for SIP 1 and SIP 2.

 

The Committee approved the following recommendations:-

 

(a) to note the outcome of the SIP decision-making process and agree the recommendations contained in Section 9 of the report.

 

(b) to instruct officers to proceed with implementation of these proposals and conditions contained in Appendix B of the report.

 

(c) to approve the SIP 1 and SIP 2 small grants detailed in Appendices C and D of the report.

 

(d) to approve the Empowering Communities allocations detailed in Appendices E, F and G of the report.

 

II NEIGHBOURHOOD RESOURCES AND DEVELOPMENT DEPARTMENT/DUNDEE COLLEGE LEARNING PARTNERSHIP

 

There was submitted Report No 338-2003 by the Acting Director of Neighbourhood Resources and Development informing the Committee of the progress on the Dundee City Council/Dundee College Learning Partnership "Learning On Your Doorstep". This Partnership aimed to provide community access to a wide range of learning opportunities with a view to looking at progression into further learning.

 

The Committee approved the following recommendations:-

 

(a) to note the programme of 22 activities that had taken/would take place between August 2002 finishing in June 2003 - details contained in Appendix 1 of the report.

 

(b) to note the enrolment of 273 students during the academic year.

 

(c) to provide a commitment to continue the Partnership into its eighth year.

 

III ADMINISTRATIVE GRANTS TO COMMUNITIES COUNCILS

 

There was submitted Report No 337-2003 by the Acting Director of Neighbourhood Resources and Development seeking approval for the payment of administrative grants for the financial year April 2003 - March 2004 to Community Councils in existence or established during the year and to confirm the formulae for payment.

 

The Committee approved the following recommendations:-

 

(a) that administrative grants be awarded to all Community Councils currently in existence or established during 2003/2004 in accordance with Dundee City Council's Revised Scheme for the Operation of Community Councils.

 

(b) that administrative grants be awarded to other neighbourhood representative structures which meet the eligibility criteria set out in Committee Report No 725-2002.

 

(c) that grants be awarded according to the following formulae:-

 

a lump sum of 330 per Community Council plus 1.2p per resident in each Council area (see Appendices 1 and 2 of the report).

 

(d) that an administration grant of 440 be made available for award to the Association of Dundee Community Councils.

 

IV REPLACEMENT OF SPORTS HALL ROOF, ARDLER COMPLEX

 

There was submitted Report No 331-2003 by the Acting Director of Neighbourhood Resources and Development seeking approval for the carrying out of the urgent replacement of the sports hall roof at Ardler Complex as part of the capital roofing works programme for 2003/2004.

 

The Committee authorised the City Architectural Services Officer to obtain offers, tenders or partnership agreements for the roofing work and the Director of Support Services, in conjunction with the Acting Director of Neighbourhood Resources and Development, be authorised to accept the offer as recommended by the City Architectural Services Officer.

 

V PLANNED MAINTENANCE 2003/2004 - PHASE 1 AND EXTENSION OF ROOFING REPAIRS CONTRACT ATKIRKTON

 

There was submitted Report No 330-2003 by the Acting Director of Neighbourhood Resources and Development seeking approval for the City Architectural Services Officer to obtain offers, tenders or negotiate partnership agreements and for the Director of Support Services, in conjunction with the Acting Director of Neighbourhood Resources and Development, to accept these tenders/ offers/partnership agreements for planned maintenance and roofing works up to a total cost of 121,000 as detailed in Appendix 1 of the report.

 

The Committee authorised the City Architectural Services Officer to obtain offers, tenders or partnership agreements for the planned maintenance and roofing work and also authorised the Director of Support Services in conjunction with by the Acting Director of Neighbourhood Resources and Development, to accept the offers, tenders/partnership agreements as recommended by the City Architectural Services Officer for works to be undertaken by Dundee Contract Services and other contractors.

 

VI DUNDEE COMMUNITY SAFETY PARTNERSHIP GRANT AWARDS UP TO £500 - 2002/2003

 

There was submitted Report No 317-2003 by the Co-Chairpersons, Dundee Community Safety Partnership detailing awards up to the value of 500 that were made during the financial year 2002/2003.

 

The Committee noted the payments as detailed in the report.

 

VII NATIONAL VOLUNTEERS WEEK - 1ST TO 7TH JUNE 2003

 

There was submitted Agenda Note No AN214-2003 advising the Committee that National Volunteers Week would take place from 1st to 7th June 2003. The theme for the Volunteers Week this year was centred around "Celebrating those Vital Volunteers - the Committee".

 

A civic reception to recognise the contribution of management committee volunteers had been arranged for Wednesday, 4th June, within the Dundee City Chambers.

 

An exhibition promoting volunteering would take place in the Wellgate Centre between 2nd and 7th June 2003.

 

Details of other local events arranged to celebrate Volunteers Week would be made available through the Volunteer Information Point in due course.

 

VIII VOLUNTEER INFORMATION POINT (VIP)

 

There was submitted Agenda Note No AN215-2003 asking the Committee to note the intention for the Volunteer Information Point to register as a company limited by guarantee and change its name to Volunteer Centre.

 

The Volunteer Information Point currently operated on a three year Service Level Agreement with Dundee City Council through the Neighbourhood Resources and Development Department and received 10,000 grant aid per annum.

 

The Scottish Executive had recommended that all volunteer centres throughout Scotland be incorporated and run as companies limited by guarantee as soon as reasonably practicable. This was based on the view that the liability of members of volunteer centres should be limited in accordance with the principles of UK Company Law as at present their personal assets were at risk.

 

Subject to the new Company accepting the SLA and governance conditions, the Committee agreed that the City Council arrangements with this organisation be continued as they were otherwise unaffected by these changes.

 

IX NATIONAL ORGANISATIONS GRANT FUND II 2003/2004

 

There was submitted Report No 332-2003 by the Acting Director of Neighbourhood Resources and Development making recommendations for grant awards from the National Organisations Fund. The grant awards would be met from the Department's Revenue Budget 2003/2004.
