I ANTI FRAUD AND CORRUPTION POLICY AND STRATEGY ON LOCAL TAXATION AND BENEFITS
On a reference to Article V of the minute of meeting of this Committee of 9th September, 2002, there was submitted Report No 341-2003 by the Director of Finance revising the current Anti Fraud and Corruption Policy which set out Dundee City Council's commitment to the prevention and detection of fraud in respect of Local Taxation and Benefits.
The Committee:-
(i) adopted the Anti Fraud and Corruption Policy together with the Sanction Policy;
(ii) resolved to adopt the Code of Conduct for investigators; and
(iii) agreed to the Council being part of the National Fraud Hotline.
II RELIEF OF RATES - CHARITY RELIEF
There was submitted Report No 399-2003 by the Director of Finance seeking authorisation to grant Charity Relief on the undernoted non-domestic properties:-

The Committee approved accordingly.
III CONVENTION OF SCOTTISH LOCAL AUTHORITIES (COSLA) - MEMBERSHIP
Reference was made to Article IV of the minute of meeting of this Committee of 15th April, 2002, wherein the Committee instructed the Chief Executive to write to COSLA giving notice of Dundee City Council's intention to withdraw from COSLA (except for Joint Negotiating Bodies for Pay and Conditions of Council Employees to which continued membership should be sought) at the earliest possible time.
There was submitted Report No 430-2003 by the Chief Executive asking the Committee to consider whether the Council should rescind its notice of intention to withdraw from membership of the Convention of Scottish Local Authorities.
The Committee:-
(a)endorsed the changes and key achievements of COSLA in the last year and its contribution to departmental operations;
(b)agreed to rescind the notice of intention to withdrawn from membership which would involve the Council's membership expiring on 31st March 2004; and
(c)noted the payment of 89,607.24 being the combined COSLA and Scottish Local Government Information Unit membership levies.
