I HOUSING DEPARTMENT - EXTENSION OF TEMPORARY POSTS

 

With reference to Article VII of the minute of meeting of the Housing Committee of 19th August, 2002 (Extension of Temporary Posts - Improvement and Maintenance Unit) there was submitted Agenda Note AN274-2003 requesting approval of the extension of the undernoted temporary posts until 30th June, 2006:-

 

1 post of Temporary Project Officer, graded AP4, 19,632 -21,732; and

 

1 post of Temporary Housing Officer, graded AP2/3, 15,582 - 16,866;

 

The Committee approved those extensions having noted that these were necessary to ensure the continuation of the existing level of Tenant Liaison of the Heating Installation/Replacement Programme, and would be funded from additional monies from the Scottish Executive.

 

II PERSONNEL AND MANAGEMENT SERVICES DEPARTMENT - SCOTLAND'S HEALTH AT WORK AWARD

 

Reference was made to Article IV of the minute of meeting of this Committee of 13th January, 1997 wherein it was agreed to support the Scotland's Health at Work (SHAW) award scheme which recognises organisations' efforts and achievements in improving the health of their workforces.

 

There was submitted Agenda Note AN275-2003 advising that the City Council plan 1999/2002 committed the Council to promoting a healthy culture within the organisation. The Council plan 2003/2007 is currently being finalised and a corporate management health priority will be promoting the Scotland's Health at Work award scheme in all departments.

 

The Committee noted that the Personnel and Management Services Department had recently gained the Scotland's Health at Work Bronze Award and is the first department of the Council to achieve this standard.

 

III PERSONNEL AND MANAGEMENT SERVICES DEPARTMENT - REDESIGNATION AND REGRADING OF POSTS

 

There was submitted Agenda Note AN273-2003 advising that in the recent past, the Personnel and Management Services Department had lost a number of professional officers who had moved on to promoted posts in other organisations. As a result, job remits had to be adjusted to cope with departmental and corporate demands in the short to medium term and a number of employees had been requested to take on additional responsibilities. For some this was recognised in accordance with the career grade for professional officers, which was approved in 1996 by the Personnel and Management Services Committee.

 

It was reported that two posts which fell outwith the provision of the career grade structure have had their remits extended significantly and the Director of Personnel and Management Services considered that, to reflect the extended roles, these posts should be redesignated and regraded accordingly.

 

The Committee agreed that the post of Administrative Assistant (grade AP2, 15,582 - 16,866) should be redesignated to Office Administrator (grade AP3, 17,340 - 19,029) and that the post of Keyboard Supervisor/Administrative Assistant (grade AP2, 15,582 - 16,866) should be redesignated to Recruitment Administrator (grade AP3, 17,340 - 19,029), having noted that the cost of these proposals could be contained within the department's Revenue Budget.
