I UPDATING AND SCREENING ASSESSMENT OF AIR QUALITY IN DUNDEE

 

Councillor Sturrock declared a non financial interest in this item by virtue of ownership of a flat in Union Street, a location which was subject to the screening assessment of air quality in Dundee, whereupon she vacated the Chair. The Chair was then taken by Councillor Shimi.

 

There was submitted Report No 310-2003 by the Acting Director of Environmental and Consumer Protection advising of the contents of the updating and screening assessment of air quality and the follow up actions which would be required in Dundee.

 

The Committee agreed:-

 

(i)that the principle points of the air quality updating and screening assessment be approved and that it be submitted to the statutory consultees, the Scottish Executive and the Scottish Environmental Protection Agency;

 

(ii)that the Department having applied the checklist criteria assessment it be noted that no further actions would be required in relation to carbon monoxide, benzene, 1,3 butadiene and lead as these levels were already below the objective levels and there were currently no significant sources of emissions within the area of Dundee City Council or the neighbouring authorities for these pollutants;

 

(iii)that the completion of a detailed assessment in respect of NO?, SO? and PM?? for the purpose of determining whether the local authority had a statutory requirement to designate an air quality management area/areas in respect of the aforementioned components be approved; and

 

(iv)that the completion of the further rounds of air quality review and assessment in line with agreed statutory timeframe detailed in the report be approved.

 

II REVIEW OF PEST CONTROL CHARGES FOR OUT OF HOURS

 

Councillor Sturrock resumed the Chair prior to discussion of this item.

 

There was submitted Agenda Note AN298-2003 on the of the system review undertaken by the Council's Internal Audit Service on the Animal and Pest Control Service in 2002/3.

The Committee agreed that a charge of 65 (inclusive of VAT) be levied for out of hours work which would ensure that the departmental costs for the provision of this service were covered.

 

III CHARGING FOR FLUORESCENT TUBE DISPOSAL FROM COMMERCIAL SOURCES

 

There was submitted Agenda Note AN299-2003 advising that the Department had recently purchased equipment, from the Strategic Waste Fund, for the safe disposal of fluorescent tubes and that an arrangement had been made with a local company for recycling of the constituent parts.

 

The Committee agreed that a charge of 40p plus VAT per tube from the commercial sector for this service be approved and noted that domestic customers would not be charged.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted items of business on the grounds that this would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part I of Schedule 7A to the above Act.

 

IV LEASE OF AREA OF GROUND AT LONGHAUGH QUARRY, WHITFIELD

 

There was submitted Agenda Note AN300-2003 on an application which had been submitted to lease an area of ground at Longhaugh Quarry, Whitfield, Dundee.

 

The Committee agreed that the lease be granted on the terms as detailed in the agenda note.

 

V CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87 (1) - BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN301-2003 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the acting Director of Environmental and Consumer Protection be authorised to carry out the works should the owners not comply within the time allowed in Notices.
