The minute of meeting of this Committee of 19th May, 2003 was held as read.

I CAMPERDOWN HOUSE EXHIBITION 2003

 

The Director of Leisure and Arts Services submitted Report No 395-2003 informing the Committee of the temporary exhibition and associated developments at Camperdown House.

 

The Committee approved the terms of the report.

 

II SENSATION (DUNDEE SCIENCE CENTRE) - REVENUE SUPPORT 2003-2004

 

The Convener declared a non financial interest in this item by virtue of his Council appointment.

 

The Director of Leisure and Arts submitted Report No 379-2003 requesting renewal of revenue funding to Sensation (Dundee Science Centre) for the year 2003/2004.

 

The Committee approved the level of grant funding amounting to 28,000 as detailed in the report.

 

III McMANUS GALLERIES EXHIBITION - REVEALED! TENYEARS OF COLLECTING

 

The Director of Leisure and Arts submitted Report No 422-2003 informing the Committee of the forthcoming exhibition "Revealed! Ten Years of Collecting" and its supporting programme.

 

The Committee noted the content of the report.

 

IV McMANUS GALLERIES EXHIBITION - 'ODE TO THE NORTH WIND'

 

The Director of Leisure and Arts submitted Report No 380-2003 informing the Committee of the forthcoming exhibition on 20th century Scottish oil painting and the past ten years of additions to the City's collection.

 

The Committee noted that:-

 

(a)The private view would take place on Thursday, 3rd July, 2003 and the exhibition would remain in the Gallery until the anticipated closure of McManus Galleries pending the successful heritage lottery application for development. The focus for education and outreach work would take place from September 2003 and advantage would be taken of the extended exhibition period to develop in depth relationships with a number of specifically targeted groups creating activities especially tailored for their needs.

 

(b)The loan of two significant paintings from the National Galleries of Scotland - Edward Baird : The Birth of Venus (Collection of the Scottish National Gallery of Modern Art) and Ken Curry "The Three Oncologists" (Collection of the Scottish National Portrait Gallery).

 

V BAXTER PARK RESTORATION PLAN - TENDER FOR PHASE 2 ARBORICULTURAL WORKS

 

The Director of Leisure and Arts submitted Report No 381-2003 seeking approval for a contractor to be appointed to undertake the Phase 2 Aboricultural Works in Baxter Park as part of the park's restoration plan.

 

The Committee agreed to accept the lowest offer amounting to 7,797 from Cut Above Specialist Tree Services for the Phase 2 Arboricultural Works and approved a 5% contingency sum of 389.89 to be added to the project sum giving a total cost of 8,186.85.

 

VI MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 396-2003 seeking approval to award a grant to a leisure and arts organisation.

 

The Committee authorised the payment of 200 for the grant detailed in the Appendix.

 

VII MAJOR PROJECT GRANTS - ULTIMATE CHILL FESTIVAL

 

The Director of Leisure and Arts submitted Report No 421-2003 seeking approval to award a grant to Pure Media (UK) Ltd towards the cost of organising and running the Ultimate Chill Festival which would take place from 8th to 12th July, 2003.

 

The Committee authorised the payment of 2,000 as grant.

 

VIII MANAGEMENT RULES FOR THE REGULATION OF CEMETERIES

 

The Director of Leisure and Arts submitted Report No 431-2003 recommending adoption of the Management Rules for the Regulation and Use of Cemeteries under the control of Dundee City Council.

 

The Committee agreed that the Management Rules for the Regulation of Cemeteries, as appended to the report, be adopted.

 

IX TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 407-2003 giving details of offers received for the undernoted contracts:-

 

(a) DOWNFIELD PAVILION OFFICES - WINDOW REPLACEMENT

 

The Committee agreed to accept the negotiated offer from Dundee Contract Services amounting to 12,785.00 to carry out the above works to which required to be added an allowance of 2,150 for professional services making a total expenditure of 14,941.00.

(b) MILLS OBSERVATORY - LOTTERY GRANT - REFURBISHMENT WORKS

 

The Committee agreed to accept the lowest offer by Muirfield (Contracts) Ltd, amounting to 79,218.52 to which required to be added allowances of 795 for planning supervisor and 13,355 for professional services making a total expenditure of 93,368.52.

 

The Committee also noted that the undernoted sub-contractors had been listed by Muirfield (Contracts) Ltd:-

(c) CAMPERDOWN PARK - INFRASTRUCTURE 2003

 

The Committee agreed to accept the lowest offer by Jaydee Heating and Electrical amounting to 17,624.40 to which required to be added an allowance of 3,437.00 for professional services making a total expenditure of 21,061.40.

 

X BROUGHTY FERRY YELLOW AND BLUE FLAG INIATIVE

 

Reference was made to Article III of the minute of meeting of this Committee of 17th March, 2003 when the Committee agreed to the purchase of 30 deck chairs and 15 windbreaks for Broughty Ferry Beach. There was submitted Agenda Note AN315-2003 recommending that a nominal charge of 50 pence per item per use be introduced for the above equipment to be collected by the beach lifeguarders or beach attendants.

 

The Committee approved accordingly.

 

XI BAXTER PARK - APPLICATION FOR USE

 

There was submitted Agenda Note AN316-2003 advising that an application had been received from the Celebration in the Park Steering Group to hold an event in the above park on 9th August, 2003 involving a family fun day with fairground rides, stalls, musical entertainment and a selection of mobile catering units selling food and beverages.

 

The Committee agreed that permission be granted and noted that an application for a Public Entertainment Licence had been made to the Licensing Committee on 26th June, 2003.

 

XII TAYSIDE AND FIFE INSTITUTE OF SPORT (TFIS)

 

The Convener declared a non financial interest by virtue of his Council appointment.

 

Reference was made to Article VII of the minute of meeting of this Committee of 17th March, 2003 when it was agreed that Dundee Athletes who had been selected for the Tayside and Fife Institute of Sport be given free access to the Leisure and Arts Department's fitness suites and the Olympia training pool.

 

There was submitted Agenda Note AN317-2003 advising that the TFIS had approached the Council to extend this service to Scottish Institute of Sport (SIS) athletes who were residents of Dundee (approximately 10 athletes per annum).

 

The Committee agreed to the request.

 

XIII SECURITY ENHANCEMENTS AND REFURBISHMENTS

 

There was submitted Agenda Note AN318-2003 listing the undernoted security enhancements and refurbishments:-

 

(a) McMANUS GALLERIES

 

The Committee agreed to accept a quotation of 8,028 from ADT Fire and Security PLC, for improvements to the close circuit TV system at the McManus Galleries, replacing the existing recording system with digital recording technology which improved the quality of the information generated.

 

(b) CAMPERDOWN HOUSE

 

The Committee agreed to accept the undernoted offers from the specialist contractors and current maintenance contractors in respect of enhancing security and redecoration at Camperdown House:-

 

(i)A quotation of 1,688 from ADT Fire and Security PLC for improvements to the existing intruder alarm system at Camperdown House.

 

(ii)A quotation of 1,549 via Historic Architectural Consultants from specialist contractor Mackay Decorators Limited, Perth, for repainterwork and treatment to original woodwork in the Drawing Room, Salon and Entrance Hall.

 

(c) BROUGHTY CASTLE MUSEUM

 

The Committee agreed to accept the undernoted offers from specialist contractors and current maintenance contractors in respect of enhancing security arrangements and improving staff facilities at Broughty Castle Museum.

 

(i)A quotation of 1,472 from Scottish Communications, Perth for additional cameras to be added to the existing CCTV monitoring system.

 

(ii)Kitchen improvements to consist of replacement plumbing, supply of hot water and fitting of kitchen units to be carried out by Dundee Contract Services.

 

(iii)Replacement flooring by Floor Coverings, Pitkerro Industrial Estate.

 

(iv)Specialist painterwork to be carried out as agreed with Historic Scotland by the contractors Chris Heenan, Arbroath with specialist paints be supplied by Scottish Lime, Charlestown Limeworks, Fife.

 

The Committee also noted that Historic Scotland had granted Scheduled Monument Consent in respect of the above works amounting to 2,500 in total.

 

XIV FUTURE CEMETERY PROVISION IN DUNDEE

 

There was submitted Agenda Note AN319-2003 reporting that the current projected capacity for cemetery provision in the City varied from no additional lairs at the Eastern, Balgay and Western cemeteries, to a limited provision of up to 5 years at Barnhill Cemetery and 12-15 years at Birkhill Cemetery. Accordingly there was a need to carry out a study which would evaluate future cemetery provision in the City over the next 25 years.

 

The Committee agreed to remit to the City Engineer to carry out a feasibility study to ascertain if areas to the north and west of the present cemetery at Birkhill were suitable as use as an extension, assessing topography, geology and hydrology of the site and providing probable costs for the development of the sites and also remitted to the City Engineer and the Director of Leisure & Arts to bring forward a joint report on potential sites for future use

 

XV CAMPERDOWN HOUSE - CAFE FURNITURE

 

There was submitted Agenda Note AN320-2003 reporting that it was necessary to purchase suitable furniture for the cafe area for the forthcoming opening of Camperdown House and a quotation had been sought from a supplier specialising in the style of chairs appropriate to Camperdown House.

 

The Committee agreed to accept the offer from The Lindsay Gray Alan Beaton Partnership amounting to 2,553.84 to supply the required chairs and tables for the opening on Friday, 25th July, 2003.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in Paragraphs 6 and 9 of Part I of Schedule 7(A) of the Act.

 

XVI GROUND AT 65 ELIE AVENUE, BROUGHTY FERRY, DUNDEE

 

The Committee noted that this item had been withdrawn from the agenda.
