I COMMUNITY REGENERATION ENVIRONMENTAL BUDGET FOR MID CRAIGIE AND LINLATHEN SOCIALINCLUSION PARTNERSHIP

 

There was submitted Report No 663-2003 by the Director of Planning and Transportation seeking approval of the Mid Craigie Regeneration Budget for 2003/2004.

 

The Committee approved the programme for 2003/2004 as detailed in the report.

 

II FACADE ENHANCEMENT GRANT, 129 ALBERT STREET

 

This item was withdrawn.

 

III QUALITY OF LIFE ? HOUSING FOOTPATH REPAIRS

 

There was submitted Report No 662-2003 by the Director of Planning and Transportation, updating the Committee on progress with the city wide survey of housing footpaths and seeking authority to commence a programme of early action works.

 

The Committee noted the contents of the report and agreed to:-

 

(a)authorise the appointment of Tayside Contracts and Enstone Thistle Limited to carry out the early action works identified under the Unit Rate Contract; and

 

(b)authorise the expenditure of 176,000 on the early action works identified in the report.

 

IV PROVISION OF CYCLE ROUTE THROUGH THE PORT OF DUNDEE

 

There was submitted Report No 681-2003 by the Director of Planning and Transportation advising the Committee of the outcome of further detailed discussions with Forth Ports regarding the provision of a dedicated cycle route through the operational dock area of Dundee Port.

 

The Committee agreed to:-

 

(a)approve the proposals detailed in Appendix 1 to the report, for the provision of a dedicated route through Dundee Port; and

 

(b)provide match funding towards the cost of its implementation on an equal basis with Forth Ports.

 

V CIVIC GOVERNMENT (SCOTLAND) ACT 1982 ? PROPOSED NEW STREET NAMES

 

There was submitted Agenda Note AN475-2003 detailing the undernoted proposed new street names:-

VI AMBASSADOR ROUTES STRATEGY ? DESIGN FEES ESTUARY ROUTE AND RIVERSIDE DRIVE SOUTH ENTRY

 

There was submitted Agenda Note AN483-2003 advising the Committee of the progress being made in implementing the Ambassador Routes Strategy.

 

It was reported that Section 1 of the Claverhouse Route, Forfar Road to Kingsway had recently been completed and Section 2, Kingsway East was about to go on site and is due for completion this financial year.

 

The next Ambassador Route to be implemented by the Dundee Partnership was the Estuary Route from the Kingsway East/Arbroath Road Roundabout to the City Centre along Dock Street. The first phase of these works was Greendykes Road and Broughty Ferry Road and design fees for this phase would cost 5,000.

 

A small section of the Estuary/Riverside Route, known as the South Entry Located adjacent to the snack bar and facing the Tay Bridge, had not been implemented, and design work was required for this, also amounting to 5,000. The situation regarding the present snack bar and the presence of heavy goods vehicles, both of which are detrimental to the environment of this attractive visitor location, overlooking the Tay Bridge, would be reviewed as part of the design.

These two pieces of design work, totalling 10,000, would to be carried out by the City Engineer. Allowances have been made in the 2003/2004 Capital Estimates.

 

The Committee noted accordingly.

 

VII DISCOVERY QUAY DEVELOPMENT ? SITE 2A

 

Reference was made to Article XVI of the minute of meeting of this Committee of 27th May, 1987 wherein it was remitted to the Director of Support Services to enter into appropriate agreements relating to the Waterfront site development.

 

There was submitted Agenda Note AN476-2003, advising that an agreement had been subsequently entered into between the Council, Scottish Enterprise, Scottish Enterprise Tayside and Discovery Quay Developments Ltd providing inter alia that SET and DQD Ltd use all reasonable endeavours to secure, not later than 31st December, 2003, the construction on the site adjacent to Caledonian House offices to the design, plans, scale and specification and finishing to be agreed between the Council and Scottish Enterprise and DQD acting reasonably.

 

Authority was requested for the Director of Planning and Transportation to approve the designs to plans, scale, specification and finishings of the proposed development of offices on the said site.

 

In view of the timescales involved, this was approved by the Director of Planning and Transportation in consultation with the Convener and SNP, Conservative and Liberal Democrat spokespersons.

 

The Committee noted accordingly.
