II APPOINTMENTS

 

There was submitted Agenda Note AN6-2004 relative to the undernoted.

 

(a) LICENSING BOARD

 

On a reference to Article III(g) of the minute of meeting of the City Council of 8th December 2003 it was reported that this vacancy required to be filled by a member of the SNP Group.

 

The Council appointed Councillor Andrew Dawson.

 

(b) CASTLE HUNTLY PRISON VISITING COMMITTEE

 

Reference was made to Article III(e) of the minute of meeting of the City Council of 8th December 2003 wherein it was agreed to defer consideration of this vacancy until this meeting to enable the appointment of lay persons to be investigated.

 

It was now reported that the Scottish Prison Service had intimated that it was in order to appoint a non-elected member to fill this position.

 

The Council appointed Mr David Bowes.

 

(c) DUNDEE FURNITURE PROJECT AND TAYSIDE FURNITURE PROJECT

 

Reference was made to Article I of the minute of meeting of the Environmental and Consumer Protection Committee of 30th June 2003.

 

The Council appointed Mr Stewart Ball, Waste Policy Manager, Waste Management Department, and Councillor Sturrock.

 

(d) COSLA EXECUTIVE GROUPS

 

It was reported that COSLA had asked all member Councils to consider representation on COSLA Executive Groups and to submit nominations.

On a division, there voted for the motion - Lord Provost Letford, Bailies Farquhar, Wright, Mackie and Borthwick and Councillors Shimi, Keenan, Regan, Sturrock, Grant, Hind, Morrow, Macpherson, Dick, Wallace, Webster and Scott (17); and for the amendment - Councillors Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Barrie, Will Dawson and Fordyce (9); - whereupon the motion was declared carried.

III TWINNING - DUNDEE AND ORLEANS - 60TH ANNIVERSARY

 

Reference was made to Article V of the minute of the meeting of the City Council of 11th March 2002 wherein it was agreed that Dundee Twinning Associations be reimbursed an annual sum of up to a maximum of 1,000 for amounts spent on twinning to foster links between cities.

 

There was submitted Agenda Note AN7-2004 intimating that the Dundee/Orleans twinning link was one of the oldest twinning links in Europe and the 60th anniversary of the link occurred in 2006.

 

In this regard the Twinning Association had indicated that they intended to have a large number of events in 2006 to mark the occasion and as such had requested that the Council retain the annual reimbursement for the three years from 2004 to 2006 in order that their events in that year can be properly funded.

 

The Council approved the arrangements and remitted to the Depute Chief Executive (Support Services) and the Depute Chief Executive (Finance) to make the necessary arrangements, it being noted that the reimbursement would be paid subject to receipted accounts being submitted.

 

IV FIFTH PERIODIC REVIEW OF PARLIAMENTARY CONSTITUENCIES

 

On a reference to Article I of the minute of meeting of the City Council of 30th June 2003 there was submitted Agenda Note AN8-2004 intimating that the Boundary Commission for Scotland had decided to make no further changes to its revised recommendations for two Burgh Constituencies and one County Constituency in the combined Council areas of Dundee City and Angus and had confirmed these as its final recommendations.

 

The Council noted accordingly.
