I COMMUNITIES DEPARTMENT SERVICE PLAN 2004-2007

 

There was submitted Report No 448-2004 by the Head of Communities advising the Committee of progress with implementation of the Communities Department Service Plan which was approved by Committee in January 2004.

 

The Committee noted the contents of the report and the progress achieved.

 

II COMMUNITIES DEPARTMENT - ALLOCATION OF RESOURCES FOR WORK WITH YOUNG PEOPLE

 

There was submitted Joint Report No 324-2004 by the Head of Communities and the Assistant Chief Executive (Management) seeking Committee approval for the Allocation of Additional Resources for Work with Young People.

 

The Committee approved the following recommendations:

 

(a)To establish a budget to employ sessional Children's Workers at a cost of 28,512 in financial year 2004/2005 and 36,720 in a full financial year.

 

(b)To contribute to the purchase of Young Scot Information Handbooks for all S1 and S4 pupils at a cost of 5,700 for financial year 2004/2005 and 5,875 for the financial year 2005/2006.

 

It was noted that this report was also being submitted to the Personnel Committee on 21st June, 2004.

 

III TENDER FOR STRATEGIC MANAGEMENT PROJECT DEVELOPMENT OF LITERACIES ACTION PLAN

 

There was submitted Report No 406-2004 by the Head of Communities detailing tenders received for the undertaking of strategic management tasks and project development tasks associated with key elements of delivery as required by the Action Plan approved by the Scottish Executive in March 2004 and requesting a decision on acceptance thereof.

The Committee approved the acceptance of the tender submitted by C M Associates in the amount of 52,800 excluding VAT.

 

IV SOCIAL INCLUSION PARTNERSHIP ALLOCATION OF RESOURCES 2004/2005

 

Councillor Morrow declared a non-financial interest in the St. Ninian's Family Project as he was the Parish Priest.

 

There was submitted Report No 416-2004 by the Head of Communities noting the allocation of funding for SIP1 and SIP2 from Communities Scotland and making recommendations for the allocation of SIP1 and SIP2 funding for the financial year 2004/2005.

 

The Committee approved the following recommendations:

 

(a)To note the outcome of the SIP decision-making process and agree the proposals contained in Section 9 of the report including the allocation of SIP1 Empowering Communities funding outlined in Appendix A of the report.

 

(b)To agree the allocations from SIP1 Small Grants allocation outlined in Appendix B.

 

(c)To agree the allocations from SIP2 Small Grants allocation outlined in Appendix C.

 

V SOCIAL INCLUSION PARTNERSHIP SMALL GRANTS PROGRAMME EVALUATION

 

There was submitted Report No 428-2004 by the Head of Communities reporting on the outcome of an evaluation and review of the Social Inclusion Partnership Small Grants Programme and highlighting the effectiveness of the existing SIP1 and SIP2 Small Grants programmes.

 

The Committee noted the effectiveness of the SIP Small Grants programme and the huge level of activity it generates and recommended continuation of the existing programme and application procedures as part of Social Inclusion Partnerships transition into the Community Planning process.

 

VI COMMUNITIES DEPARTMENT/DUNDEE COLLEGE LEARNING PARTNERSHIP

 

There was submitted Report No 414-2004 by the Head of Communities informing the Committee of the progress on the Communities Department (formerly Neighbourhood Resources and Development Department)/Dundee College Learning Partnership, "Learning on Your Doorstep". This partnership aimed to provide community access to a wide range of learning opportunities with a view to looking at progression into further learning.

 

The Committee approved the following recommendations:-

 

(a)To note the programme of 16 activities that had taken/will take place between August 2003 finishing in June 2004 - details were contained in Appendix 1 of the report.

 

(b)To note the enrolment of 194 students during the academic year.

 

(c)To provide a commitment to continue the partnership into its ninth year.

 

VII SUPPLY OF ONE 15 SEAT COMMUNITY TRANSPORT MINI BUS

 

There was submitted Report No 444-2004 by the Head of Communities detailing tenders received for the supply of one 15 seat community transport mini bus and requesting a decision on acceptance thereof.

 

The Committee approved acceptance of the tenders submitted by A M Phillip Ltd, Muiryfaulds, Forfar in the amount of 18,768 excluding VAT.

 

VIII SCOTTISH YOUTH PARLIAMENT

 

There was submitted Agenda Note AN237-2004 advising that Dundee was hosting the general meeting of the Scottish Youth Parliament on 19th June 2004 in the Ardler Complex. One hundred and twenty members of the Youth Parliament from all over Scotland would be in attendance.

 

The Committee agreed to release 1,132 from the Communities Department Youth Work Support Fund to assist with the costs of hosting the event.

 

IX NON-RECURRING REVENUE GRANTS FUND 1 2004/2005

 

Bailie Mackie declared a non-financial interest being the Chairman of the Barnhill Community Association. Bailie Corrigan and Councillor Scott declared non-financial interests in the Craigiebank Association of which they were members.

 

There was submitted Report No 327-2004 by the Head of Communities making recommendations for grant awards from the Non-Recurring Revenue Grants Fund. The grant awards would be met from the Department's revenue budget 2004/2005.

 

The Committee approved the recommended grants as follows.

X PLANNED MAINTENANCE 2004/2005 - PHASE 3

 

There was submitted Report No 417-2004 by the Head of Communities seeking approval for the City Architectural Services Officer to obtain offers, tenders, or negotiate partnerships and for the Depute Chief Executive (Support Services), in conjunction with the Head of Communities, to accept these offers/tenders/partnership agreements for Planned Maintenance up to a total cost of 80,000 as detailed in Appendix 1 of the report.

 

The Committee approved the following recommendations:

 

(a)That the City Architectural Services Officer be authorised to obtain offers, tenders, or partnership agreements for the Planned Maintenance work detailed in Appendix 1 of the report.

 

(b)That the Depute Chief Executive (Support Services), in conjunction with the Head of Communities, be authorised to accept offers, tenders/partnership agreements as recommended by the City Architectural Services Officer for works to be undertaken by Dundee Contract Services and other contractors.

 

XI NATIONAL ORGANISATIONS GRANT FUND II 2004/2005

 

There was submitted Report No 429-2004 by the Head of Communities making a recommendation for a grant award from the National Organisations Fund. The grant award would be met from the Department's revenue budget 2004/2005.

 

The Committee approved payment of the recommended grant of 80 to Volunteer Development Scotland.

 

XII ADULT EDUCATION FUND 1 2004/2005

 

There was submitted Report No 458-2004 by the Head of Communities making a recommendation for a grant award from the Adult Education Fund. The grant award would be met from the Department's revenue budget 2004/2005.

 

The Committee approved payment of the recommended grant of 1,000 to Broughty Ferry Education and Recreation Association.
