The minute of meeting of this Committee of 17th May 2004 was held as read.

I CITY CENTRE SKATEBOARD PARK

 

On a reference to Article IV of the minute of meeting of this Committee of 15th September 2003 the Director of Leisure and Arts submitted Report No 354-2004 advising the Committee on progress made to date on the establishment of a City Centre Skateboard Park and proposals for the future implementation.

 

The Committee noted the report and agreed the future proposed implementation of the City Centre Skateboard Park in Dudhope Park.

 

II PARKS FURNITURE

 

The Director of Leisure and Arts submitted Report No 449-2004 giving details of specialist offers from P&G Blacksmiths and Glasdon U.K. Limited, Blackpool.

 

The Committee agreed to accept

 

(a)the offer of 9,900 from P&G Blacksmiths to supply and install 18 seats at 550 each and

 

(b)the offer of 4,828 from Glasdon U.K. Limited to supply 17 litter bins at 284 each.

 

III EXHIBITION AT McMANUS GALLERIES

 

The Director of Leisure and Arts submitted Report No 450-2004 informing the Committee of the forthcoming exhibition Mirror Bead and Thread.

 

The Committee noted the report.

IV DUNDEE FESTIVAL OF SCOTTISH MUSIC

 

The Director of Leisure and Arts submitted Report No 451-2004 informing the Committee of the forthcoming Dundee Festival of Scottish Music.

 

The Committee noted the report.

 

V CAMPERDOWN COUNTRY PARK - REPOINTING OF SECTION OF PERIMETER WALL

 

The Director of Leisure and Arts submitted Report No 452-2004 giving details of offers received to carry out the above works.

 

The Committee agreed to accept the lowest rate of 39 per linear metre of repair from Tayside Environmental Services Limited.

 

VI SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 453-2004 seeking approval to award grants to a range of Arts and Heritage organisations.

 

The Committee authorised the payment of 1,000 for the grants detailed in Appendix 1 of the report.

 

VII LEISURE AND ARTS DEPARTMENT SERVICE PLAN 2003/2007

 

The Director of Leisure and Arts submitted Report No 454-2004 advising the Committee of progress made in the Leisure and Arts Department Service Plan 2003-2007, in the year 2003-2004.

 

The Committee noted the contents of the report and progress on key projects, performance measures and targets tabulated in Appendix 1, in relation to the Department's Service Plan for the year 2003-2004.

 

VIII REPAIRS OF HEADSTONE MEMORIALS WITHIN CEMETERIES SITUATED IN DUNDEE

 

Councillor Duncan declared a financial interest by virtue of his employment by a rival company.

 

The Director of Leisure and Arts submitted Report No 475-2004 requesting approval of the adoption of the Schedule of Rates for the repair of Headstone Memorials returned by three companies.

 

The Committee agreed to accept the most advantageous price under the Schedule of Rates from Robertson's Memorials, Aberdeen up to a value of 30,000.

 

IX PARKS AND CEMETERIES - ROAD REPAIRS

 

The City Engineer submitted Report No 424-2004 advising the Committee that Tayside Contracts had offered the most advantageous rates for the above work through the Unit Rate Contract.

 

The Committee:

 

(a)authorised the City Engineer to instruct Tayside Contracts to carry out work up to a value of 42,000

 

(b)approved an allowance of 8,000 for professional fees and contingencies and

 

(c)authorised an overall works expenditure of 50,000.

 

X DUNDEE CITY SPORTS COUNCIL - APPLICATION FOR GRANT 2004-2005

 

The Convener and Councillors Wallace and Duncan declared a non-financial interest by virtue of their Council appointments to the Sports Council.

 

Reference was made to Article II of the minute of meeting of the Leisure Services Committee of 18th December 1996 wherein approval was given to allow Dundee City Sports Council to administer the Grant Aid Scheme on behalf of Dundee City Council.

 

There was submitted Agenda Note AN267-2004 reporting that the amount of grants approved from 1st April 2003 to 31 March 2004 had been 6,023.38.

 

The Committee agreed that 6,525.00 be allocated to Dundee City Sports Council for grant aid administration for the year 2004/2005.

 

XI DUNDEE CITY DISABILITY SPORTS - APPLICATION FOR GRANT 2004/2005

 

The Convener and Councillors Wallace and Duncan declared a non-financial interest by virtue of their Council appointments to the Sports Council.

 

There was submitted Agenda Note AN268-2004 advising that a request had been received from Dundee City Disability Sport (DCDS) in respect of a grant application for 1,000 to assist in the operation of the Grant Aid Scheme.

 

The Committee approved the application.

 

XII MILLS OBSERVATORY DEVELOPMENT PLAN

 

There was submitted Agenda Note AN269-2004 advising that the above Observatory had been refurbished in 2003 with help from the Heritage Lottery Fund to enhance security and disabled access and improve the quality of the decor and its interpretative displays. It was intended that any future developments should be through a costed Development Plan in line with the City's Cultural Strategy phased over ten years and including a cafe and adjoining planetarium building.

 

The Committee approved the commissioning of an architect to develop the plan and detailed costings in consultation with Leisure and Arts staff together with an allowance of 3,000 for architect's fees.

 

XIII CAMPERDOWN PARK - INFRASTRUCTURE 2004

 

The City Architectural Services Officer submitted Report No 474-2004 giving details of tenders received to carry out the above works.

 

The Committee agreed to accept the second lowest tender by Jaydee Heating and Electrical amounting to 20,229.70 to which require to be added an allowance of 3,403.00 for professional services making a total expenditure of 23,632.70.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of part 1 of Schedule 7A of Act.

 

XIV LOCHEE PAVILION, PARENT AND TODDLER GROUP

 

There was submitted Agenda Note AN270-2004 advising that the above Group had requested permission to occupy the Lochee Park Pavilion at the time stated and on the terms and conditions detailed.

 

The Committee approved the terms of the Lease.
