The minute of meeting of this Committee of 18th October 2004 was held as read.

I GRANT SCHEMES AND PAYMENTS TO THIRD PARTIES - SHORT COURSES

 

The Director of Leisure and Arts submitted Report No 745-2004 informing the Committee of Short Courses Grants awarded during the period April to October 2004 to Leisure and Arts individuals.

 

The Committee noted the payment of 500 for the grants detailed in the appendix to the report.

 

II MAJOR PROJECT GRANTS AND SMALL PROJECT GRANTS

 

The Director of Leisure and Arts submitted Report No 747-2004 seeking approval to award grants to Arts and Heritage organisations.

 

The Committee authorised the payment of a grant of 18,000 to the RSNO.

 

III KILL YOUR TIMID NOTION GRANT

 

Councillors Hind and Will Dawson declared a non-financial interest by virtue of their Council appointments as Directors of Dundee Contemporary Arts.

 

The Director of Leisure and Arts submitted Report No 752-2004 seeking approval to award a grant to an arts and heritage organisation.

 

The Committee authorised the payment of a grant of 1,000 to "Kill Your Timid Notion".

 

IV EXHIBITION AT McMANUS GALLERIES

 

The Director of Leisure and Arts submitted Report No 749-2004 informing the Committee of the forthcoming exhibition "The Artist and the Thinker: John Duncan and Patrick Geddes in Dundee" and its supporting programme.

 

The Committee noted the contents of the report.

 

V OLYMPIA IMPROVEMENTS

 

The Director of Leisure and Arts submitted Report No 751-2004 seeking approval for an Ultra Violet Water Treatment Units, Aqua-Gym Fitness Equipment and Emergency Radios for the Olympia Leisure Centre.

 

The Committee agreed to accept the undernoted offers from specialist contractors:-

 

Ultra Violet Water Treatment Units

Aqua Systems, Denmark

10,989.00

Specialist Aqua-Gym Fitness Equipment

Aqua-Gym (Suffolk)

27,500.00

Provision and Installation of Emergency Radios

Ascom (West Midlands)

22,625.00

 

VI THE REGIONAL DEVELOPMENT CHALLENGE FUND FOR MUSEUMS

 

On a reference to Article VII of the minute of the meeting of this Committee of 18th November 2002 the Director of Leisure and Arts submitted Report No 753-2004 on the progress of the Regional Development Challenge Fund and recommended the participation of Dundee City Council and the acceptance of the grant.

 

The Committee welcomed the introduction of the Regional Development Challenge Fund and authorised the Director of Leisure and Arts to work with colleagues in Angus and Perth and Kinross Councils in the operation of a Project Management Team and agreed to accept the offer of project funding as outlined in the report.

 

VII CHRISTMAS AND NEW YEAR CLOSURE IN LEISURE AND ARTS FACILITIES

 

The Director of Leisure and Arts submitted Report No 746-2004 requesting Committee approval of the festive season closing times within Leisure and Arts facilities.

 

The Committee agreed to the times as detailed in appendix I of the report.

 

VIII TENDERS RECEIVED

 

The City Architectural Services Officer submitted Report No 766-2004 giving details of offers received for the undernoted contracts:-

 

(a) DUNDEE ICE ARENA - PROPOSED BAR ENTRANCE

 

The Committee agreed to accept the offer by Dundee Contract Services under the Schedule of Rates to carry out the above works for the sum of 6,500 to which required to be added an allowance of 975 for professional services making a total expenditure of 7,475.

 

The Committee also noted that Dundee Contract Services had listed the undernoted sub-contractors:-

 

Scottish Communications Systems, Perth

Electronic Access System

ADT

CCTV System

 

(b) CAIRD HALL DRESSING ROOM 3 - NEW TOILET FACILITY

 

The Committee agreed to accept the offer from Dundee Contract Services under the Schedule of Rates to carry out the above works for the sum of 6,200 to which required to be added an allowance of 930 for professional services making a total expenditure of 7,130.

 

(c) CAMPERDOWN WILDLIFE CENTRE - NEW BEAR ENCLOSURE

 

The Committee agreed to defer consideration of the project to allow the Director of Leisure and Arts to submit a review of the Leisure and Arts Capital Programme with recommendations and commitments to a future meeting of this Committee.

 

IX BAXTER PARK CENTRE CHARGES

 

There was submitted Agenda Note AN426-2004 requesting approval to the setting of charges for the new Baxter Park Centre at 10.00 per hour.

 

The Committee approved accordingly.

 

X BROUGHTY FERRY BEACH - BIODIVERSITY ACTION FUND

 

There was submitted Agenda Note AN427-2004 requesting the Committee to note the successful application by Broughty Ferry Environmental Project to the Biodiversity Action Fund for works on Broughty Ferry Beach which fell under the management of the Leisure and Arts Department.

 

The Committee noted accordingly.

 

XI McMANUS GALLERIES - GALLERY 4

 

There was submitted Agenda Note AN428-2004 requesting the Committee to note that Gallery 4 (The Albert Hall) at McManus Galleries had now been closed for downtakings as the first physical step towards the "Who We Are" McManus Redevelopment Project.

 

The Committee noted accordingly.
