I WASTE MANAGEMENT DEPARTMENT SERVICE PLAN - PERFORMANCE REPORT 2004/2005
There was submitted Report No 407-2005 by the Head of Waste Management on the performance of the Waste Management Department against its Service Plan 2004-2007.
The Committee agreed to note the information contained within the report.
II MAINTENANCE CONTRACT FOR AIR QUALITY MONITOR
There was submitted Agenda Note AN277-2005 advising that the Maintenance Contract for the Air Quality Monitor located in Union Street was due and that in order to maintain the continuity of the data it was recommended that the maintenance contract be renewed with the original provider of the equipment.
The Committee agreed to the renewal and maintenance contract for the Union Street air quality monitor with Casella ETI at the cost of 21,004.
III INTRODUCTION OF STREET BINS
There was submitted Report No 409-2005 by the Head of Waste Management on the proposed introduction of street bins to assist the department to meet the current demands of the service and combat early morning litter problems within the City Centre area.
The Committee agreed:-
(i)that the introduction of street refuse bins in selected streets where there was insufficient storage areas for trade/domestic refuse be approved;
(ii)that enforcement notices under Section 46 of the Environmental Protection Act 1990 be served where problems existed, or continued to exist; and
(iii)that further surveys be conducted within twelve months of the introduction of street refuse bins to determine if further action would be required.
IV PURCHASE OF RECYCLING EQUIPMENT
There was submitted Report No 408-2005 by the Head of Waste Management seeking authority to purchase recycling equipment for use at the Baldovie Waste Recycling and Processing Plant within the Waste Management Department.
The Committee agreed that the offer received from ELCO Ltd, Blackburn amounting to 36,337 be accepted.
V PURCHASE OF VEHICLES
There was submitted Report No 410-2005 by the Head of Waste Management seeking authority to purchase two replacement light vehicles and one road suction sweeping machine.
The Committee agreed that the offers received from the undernoted suppliers be accepted.

VI GROUND INVESTIGATION WORKS (NEW CIVIC AMENITY SITE)
There was submitted Report No 418-2005 by the Head of Waste Management seeking authority to proceed with ground investigation works on the proposed site of the new Civic Amenity Site at Baldovie.
The Committee agreed that the City Engineer be authorised to carry out an estimated 10,000 worth of site investigations as per the annually agreed unit rate price.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.
VII CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 90 - DEFECTIVE STAIR LIGHTING
There was submitted Agenda Note AN276-2005 reporting that notices had been served on the owners of various properties requiring works to be carried out.
The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the time period allowed in the notices.
