The minute of meeting of this Committee of 24th October, 2005 was held as read.

I INVESTOR IN PEOPLE STATUS

 

There was submitted Agenda Note AN453-2005 reporting that the Waste Management Department had been recognised as an Investor in People Organisation after achieving the standard in September, 2005.

 

The Committee noted the achievement and passed on its congratulations to the Department.

 

II PROCUREMENT OF AUTOMATIC PUBLIC CONVENIENCES

 

There was submitted Report No 708-2005 by the Head of Waste Management reporting on the tender prices received for the procurement and installation of 2 automatic public conveniences.

 

The Committee agreed that the offer received from J C Decaux be accepted for the supply, through rental, of 2 Automatic Public Conveniences over a 20 year lease period at a cost of 17,236.17 per unit per annum (subject to annual inflation).

 

III LITTERING/FLYTIPPING FIXED PENALTY NOTICES: ENVIRONMENTAL PROTECTION ACT, 1990 AND THE ANTI-SOCIALBEHAVIOUR ETC (SCOTLAND) ACT, 2004

 

There was submitted Joint Report No 709-2005 by the Head of Waste Management and the Head of Environmental Health and Trading Standards informing the Committee of the terms of this new legislation and seeking authority to issue Fixed Penalty Notices under Sections 33A and 88 of the Environmental Protection Act, 1990 and Waste Presentation Notices under Sections 46 and 47 of the same Act.

 

The Committee agreed that the Scheme of Administration - Delegation of Powers be amended to delegate authority to the Heads of Waste Management and Environmental Health and Trading Standards, and appropriate Officers nominated by either, to issue Notices under Section 33A, 46, 47 and 88 of the Environmental Protection Act, 1990.
