I MINUTE OF MEETING OF THE BEST VALUE SUB-COMMITTEE
The minute of meeting of the Best Value Sub-Committee of 26th June, 2006, a copy of which is appended hereto (Appendix I), was submitted for information and record purposes.

III COMMITTEE REGENERATION FUND SMALL GRANTS ALLOCATION 2006/2007
There was submitted Report No 457-2006 by the Assistant Chief Executive (Community Planning) and the Director of Leisure and Communities relative to the above.
The Committee noted the process for allocating small grants through the Local Community Regeneration Forums as agreed by the Dundee Partnership and endorsed the funding proposals detailed below.

V TOLLED BRIDGES REVIEW
There was submitted Report No 455-2006 by the Director of Planning and Transportation relative to the above.
The Committee noted the contents of the report and:-
(i) remitted to the Director of Planning and Transportation to write to the Scottish Executive indicating Dundee City Council's desire to remove the tolls from the Tay Road Bridge; and
(ii) authorised officers of the Council to engage fully with the study consultants to inform on the impacts of tolls on Dundee City.
VI DESIGN COMPETITION FOR YOUNG ARCHITECTS - CONTEMPORARY AFFORDABLE HOUSING - SITE PLANNING BRIEF ANDCOMPETITION GUIDELINES
On a reference to Article II of the minute of meeting of this Committee of 13th February, 2006, there was submitted Report No 295-2006 by the Director of Planning and Transportation relative to the above.
The Committee:-
(i) approved the Site Planning Briefs for the Victoria Street and Lower Princes Street site appended to the Report;
(ii) approved the Design Competition Guidelines appended to the Report;
(iii) remitted to the Director of Planning and Transportation to initiate the Competition and invite eligible architects to enter; and
(iv) remitted to the Director of Planning and Transportation to report back to Committee the outcome of the competition towards the end of 2006.
In addition, it was agreed that the undernoted amendments be made:-
Report No 295-2006
Paragraph 4.1 add (c) sustainability energy regeneration.
Design Competition Guidelines.
Paragraph 9.2 amended to read "The basic criteria are set out in the background to these guidelines. These are design quality, deliverability, affordability and sustainability."
VII SUPPORT SERVICES DEPARTMENT - ANNUAL SERVICE PLAN PERFORMANCE REPORT 2005/2006
There was submitted Report No 453-2006 by the Depute Chief Executive (Support Services) relative to the above.
The Committee noted accordingly.
VIII PRINCE'S CARERS TRUST - NOTICE OF FUNDING
On a reference to Article VI of the minute of meeting of this Committee of 17th October, 2005, there was submitted Agenda Note AN258-2006 intimating that the Dundee Partnership's Financial Inclusion Plan for Dundee was approved by the Scottish Executive in February 2006 along with a list of outline projects.
The Committee noted the award of funding to an additional project which had emerged from discussions with the Dundee Partnership as meeting both financial inclusion and community regeneration objectives.

IX CITIES GROWTH FUND ANNUAL REPORT 2005/06 AND CITIES GROWTH FUND 2006/08 INVESTMENT PLAN UPDATE - JUNE 2006
On a reference to Article XI of the minute of meeting of this Committee of 17th October, 2005, there was submitted Report No 432-2006 by the Director of Planning and Transportation seeking the Committee's endorsement of the Annual Report in respect of the Cities Growth Fund 2003-6 and the update to the Cities Growth Fund 2006-08 Investment Plan that had been forwarded to the Scottish Executive.
The Committee approved accordingly.
